Japan is a member of the Geneva Convention, and Vietnam is a member of the Vienna Convention. International driving licenses are based on road traffic conventions and are mutually valid between countries that are parties to the convention. Japan and Vietnam have different conventions on road traffic, the Geneva Convention and the Vienna Convention, making the use of international licenses invalid.
