Studyist Press release: October 9, 2024 Mihara City Hall in Hiroshima Prefecture uses internal DX to improve the efficiency of handling 8,640 internal inquiries per year Introducing “Teachme for Public” and releasing manual for citizens by March 2025 Studyist Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo, Representative Director and CEO: Satoshi Suzuki, hereinafter referred to as “Studyst”), which supports operational reform of companies and local governments, is a cloud-based manual created and shared by Mihara City Hall in Hiroshima Prefecture for local governments. We are pleased to announce that we have introduced the system “Teachme for Public” for use by all employees. Mihara City Hall will begin using the My Number Card in September 2024, and in addition to sharing work knowledge among employees, streamlining handovers, and reducing inquiry response work, it will also promote the use of the My Number Card by publishing a manual for citizens. We also aim to improve our services. This system was introduced using the Digital Garden City Nation Initiative Grant (digital implementation type).

Mihara City Hall staff using Teachme for Public [Purpose of
introduction] 1. Improving the efficiency of handover due to transfers and preventing work from becoming dependent on each individual In many local governments, not just Mihara City, staff transfers occur regularly, and duties are handed over between staff members each time. Although Mihara City does have business manuals, there have been issues with the manuals not being used effectively, such as the formats differing from person to person, and people not knowing where the manuals are located and not being able to access them quickly. Through the use of Teachme for Public, we will prepare manuals and aim to not only streamline handover during transfers, but also build a system where know-how remains. 2. Improving the efficiency of responding to inquiries within the agency: 8,640 inquiries per year/reduction in department response time The Digitalization Strategy Division, which promotes DX in Mihara City, receives around 180 inquiries per week (8,640 per year) from city hall employees regarding system usage, and it takes time to respond to inquiries. By making easy-to-understand manuals available for immediate reference through Teachme for Public, we aim to reduce the amount of time the department spends responding to inquiries from staff by 72 hours per year. In addition, we aim to reduce the number of inquiries handled within the agency in all departments and improve operational efficiency within the agency as a whole. 3. Publication of manual for citizens In recent years, some of the procedures for citizens have been digitized, but many citizens do not know how to use their My Number cards or how to complete electronic procedures, and therefore visit city hall to obtain a certificate that can be issued at a convenience store. Exists. We aim to improve services for citizens by publishing easy-to-understand manuals for guiding them through electronic procedures. [Reason for choosing Teachme for Public] 1. Used in many private companies Teachme for Public is a service for local
governments of the manual creation and sharing system “Teachme Biz”. Teachme Biz is currently being used by over 2,100 companies in Japan and overseas, with a total of approximately 750,000 accounts and approximately 1.5 million published manuals. Our reliability as a service has been evaluated through this track record. 2. Responding to LGWAN (General Government Network) Teachme for Public is LGWAN compatible. Although it is a cloud service, it can be used on a government-only network that maintains a high level of security, creating an environment that is easy for local governments to use. 3. Ease of creating and viewing manuals Teachme for Public allows you to create and share easy-to-understand manuals centered around images. Many employees praised the service as an easy-to-use service, as it is easy to use and allows users to use screenshots and process images without requiring advanced skills. [Future developments] Mihara City plans to migrate its internal manuals to Teachme for Public from time to time, and ultimately plans to complete around 300 manuals. From around March 2025, we will also release a manual for citizens, aiming to improve citizen services. [Related links] About Teachme Biz https://biz.teachme.jp/ About Teachme for Public
