However, many people may be concerned that it is difficult to explain the results of cultural policies and that there is a large gap in knowledge and understanding between local government officials and local residents who promote cultural policies. C&R holds a seminar series for local government officials who are working on cultural policy for the first time, as well as creators and companies who are concerned about how to propose content to local governments. In this series, independent director Mikio Sugiura welcomes a variety of guests who are active on the front lines of art and culture each time, and talks about the formulation of cultural policies based on the effects of regional development and relationships with the government. We will explain the introduction, evaluation, etc. This time, the 7th time, we will be talking about the chairman of the certified NPO Creative Support Let’s, which operates a facility for people with disabilities based on the tolerance and affirmation of the existence of art, including “less than expression” in Hamamatsu City. We would like to invite Ms. Midori Kubota as a guest. Through a discussion with Mr. Sugiura, we will think about urban development from the
perspective of welfare, and together we will consider the creation of a community where everyone can live with peace of mind. If you are interested, please join us. *What is social inclusion? We will protect the elderly, people with disabilities, foreign citizens, and other people who are considered to be vulnerable or in a disadvantageous position, as well as all citizens who find life difficult, from exclusion, friction, loneliness, and isolation. It is a system and way of thinking that supports each other. In recent years, culture and the arts have been attracting attention as an interface for efforts toward social inclusion in local communities and the realization of a cohesive society where people live together. After working as a chief researcher at Sanwa Research Institute Co., Ltd. (currently Mitsubishi UFJ Research & Consulting Co., Ltd.) and at an NPO that supports the content industry, he served as program director of the Okinawa Arts Council until March 2016. With the establishment of Arts Council Niigata, he became program director and retired in March 2020. He is involved in the establishment and management of arts councils across the country, and specializes in cultural and artistic policy as well as general local autonomy policy, including the cultural industry in cities and regions. ■Guest

She founded Creative Support Let’s in 2000 after giving birth to her eldest son, who has severe intellectual disabilities. In 2010, the disability welfare service office Ars Nova was opened. In 2016, the “Expression Less than” project started. Takeshi Cultural Center Renshakucho was constructed in 2018, and Hamamatsu Chimata Community Center opened in 2022. Received the 2017 Art Encouragement Award from the Minister of Education, Culture, Sports, Science and Technology.
