A ceremony to celebrate National Foundation Day is taking place. A man wanders into the town. He has come through the fog from another town. This “Town of Fog” is a floating, mobile town. In a world without the concept of sound, language is physical. A unique culture has developed here, and everything is convenient for the town’s residents. Over the years, they periodically approach the “other town,” but are obscured by fog and remain unaware of each other. A man who has wandered into the town is captivated by a ceremony accompanied by “music.” Eventually, he becomes friends with the three residents and begins living in the town. Two years later, the man invites the three to “another town.” The name of the town is “Hyakusou.” It is a megalopolis of high-rise buildings, where centralization has progressed to the extreme. A culture of sound has developed, and the language is spoken. On the other hand, noise pollution has become a serious problem due to overpopulation, and there is an extreme demand for silence. The man, who has returned after two years, shows the three around the town.
