“Stop ‘Ore Ore’ Fraud 47 – Operation Family Bonds” Project Team Press Release: September 4, 2025 Superintendent Sugi visits Oura Police Station in Nagasaki; Watami Co., Ltd. issues declaration of cooperation Ryotaro Sugi, Special Crime Prevention Superintendent of the National Police Agency (※1), visited Oura Police Station in Nagasaki Prefecture and exchanged opinions with police officers. (※1) Special Crime Prevention Superintendent of the National Police Agency: A special position bestowed exclusively on Mr. Sugi by the National Public Safety Commission Chairman in November 2018. In addition to working on various crime prevention measures, he has completed inspections of prefectural police headquarters across the country and is currently visiting police stations across the country, considering regional characteristics and exchanging opinions with police officers about countermeasures.

■Declaration of Cooperation from Watami Co., Ltd. Watami Co., Ltd. has made a declaration of cooperation, announcing that the company will cooperate with the Sugi Countermeasures Inspector General’s efforts to prevent special fraud through its corporate activities. Watami Co., Ltd. Executive Officer Morizono explained the background to the declaration, saying, “Watami’s home delivery service delivers products primarily to elderly customers in their 70s and 80s. Many of the victims of specialized fraud are elderly people, so we felt there might be something we could do to help these people. This led us to make today’s declaration of cooperation here in Nagasaki Prefecture, the birthplace of Watami’s home delivery service.” Commenting on the declaration of cooperation, Superintendent Sugi said, “The cooperation of these private companies is very encouraging, and I hope that these efforts will spread throughout the country.” He also reiterated his warning, saying, “There are still many people who believe that special frauds will not happen to them, so I hope that people will think of special frauds as something that affects them personally.” ■ Sugi: “It’s important not just to warn people to be careful, but to actually take action.” After the declaration of cooperation, a roundtable discussion was held with Watami’s delivery staff (Magokoro-san). During the discussion, staff members shared stories of how they experienced fraud while working. In response, Superintendent Sugi stated, “These days, fraudulent phone calls are not only coming to the elderly, but even young people are receiving them via smartphones. It’s a crime that can happen to anyone.” He explained the current situation and trends surrounding fraud victims, saying, “Even though fraud is so widespread, many people still think they’re safe. ‘Be careful’ is a dead phrase, and simply warning people is not enough. It’s important to take action, such as installing security features on your home phone or applying to block fraudulent calls from overseas.” He reiterated his commitment to preventing fraud. (※) The “Stop It’s My Son Fraud 47 – Operation Family Bonds” project team (abbreviated as SOS47) has been working with police departments in all 47 prefectures nationwide since 2018 to prevent victims of special frauds, such as “It’s My Son” fraud, which has been causing a rise in victims nationwide, by providing easy-to-understand information and prevention measures.
