The Japanese Standards Association (Headquarters: Minato-ku, Tokyo; Chairman: Hiroshi Asahi) will publish “ISO 37001:2025 Anti-Bribery Management Systems – Requirements and Guidance for Use” on Monday, September 1, 2025. We have published “Management Systems —
Requirements with Guidance for Use.” – Background of the birth of ISO 37001 – ISO 37001 was created as a response to the global epidemic of bribery, but the underlying reason was that stricter legal regulations in each country only increased the concerns of business leaders. For many years, the Organization for Economic Cooperation and Development (OECD) has warned that bribery and other forms of corruption are hindering global economic growth and exacerbating inequality. To address this issue, the OECD adopted the Convention on Combating Bribery of Foreign Public Officials in 1997, urging member countries to eradicate corruption. Following the OECD’s efforts, countries around the world have enacted and strengthened laws to strictly punish bribery. United States: Strengthening FCPA (Foreign Corrupt Practices Act) UK: Enactment of the Bribery Act 2010 Japan: Added penalties to the Unfair Competition Prevention Act and formulated “Guidelines for Preventing Bribery of Foreign Public Officials” While these laws and regulations were a major step forward in preventing bribery, differences in each country left compliance officers at companies operating internationally struggling to navigate complex requirements that differed from country to country. There were no internationally standardized standards that outlined “specific steps” to take to prevent bribery. In order to fill this gap, where international demands are increasing but there is no unified standard that can be used in practice, ISO 37001 was developed as a practical international standard. – Key Features of ISO 37001 (Anti-Bribery Management Systems) – 1. Specialized standard focused on “anti-bribery” ISO 37001, among other compliance-related standards, focuses specifically on “bribery.” Unlike broad compliance guidelines (such as ISO 19600), it sets out specific requirements for identifying, assessing, preventing and responding to bribery risks. 2. Designed for easy integration with other ISO standards ISO 37001 adopts the High Level Structure (HLS), which is common to recent ISO management system standards. This allows smooth integration and operation of other management systems, such as ISO 9001 (quality), ISO 14001
(environment), and ISO 27001 (information security), which many companies have already acquired, in terms of policies, objectives, document management, etc. This allows organizations to efficiently build an anti-bribery system while making use of their existing mechanisms.
