The window also began granting licenses on behalf of composers based on
non-discretionary management contracts. When users apply through this music usage application window, the Free BGM Association, authorized by supporting composers, will promptly issue a license.

However, we have heard from people in the field who have raised the following concerns about using free background music in their work: 1) The hassle of having to obtain permission to use free BGM composers individually This is due to the nature of free BGM rights management, where the rights to free BGM music are generally managed by the composer themselves. In a business that uses a large amount of music every day, the task of individually checking licenses and contacting composers can take a considerable amount of time. 2) Legal Concerns Regarding Licensing Free BGM Today, content is used in a wide variety of ways, and it’s becoming common to publish content created for specific purposes, such as events or broadcasts, on other platforms like video streaming sites. First, to address the “complexity of obtaining usage licenses,” the Association will act as a liaison between business users and composers, eliminating the need for business users to negotiate directly with composers and allowing them to quickly obtain usage licenses. As for “legal concerns,” in establishing this music usage application window, the Free BGM Association and supporting authors will enter into a non-discretionary management agreement, under which the Free BGM Association will issue usage licenses on behalf of supporting authors upon authorization from the supporting authors.
