[Social X] “Reverse Propo” to promote the use of open data, Yamagata City, Yokohama City, Kosai City, Toyota City, Kaga City, Koryo Town, Ikoma City, Hirakata City, proposals by 8 municipalities adopted – A public-private co-creation project that processes open data into a form that is easy for private companies to use, unifies data formats, and responds quickly to the trend of the Digital Garden City State Concept –

Social X Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; Representative Directors: Yukiyasu Isaji and Daiki Ito; hereinafter “Social X”) provides a new business development platform “Reverse Propo” (https:// gyaku-propo.com/), QUICK Co., Ltd. (Chuo-ku, Tokyo, CEO: Shinzo Takami, hereinafter “QUICK”) and 8 local governments (Yamagata City, Yokohama City, Kosai City, Toyota City, Kaga City, Koryo Town, Ikoma City, Hirakata City) have established a partnership. In the future, we will work together with each local government to build a new platform for open data utilization.

Selection results and reasons for applying from selected local governments (excerpt)
-Yamagata City, Yamagata Prefecture-
Since the city has not grasped the needs of users (business operators, etc.) regarding open data, there are issues such as not knowing what data is required. By participating in such efforts, we can grasp the needs of users and receive know-how on data utilization, etc., so that we can promote open data efforts more effectively and promote Yamagata City’s smart development of public transportation and other areas. We would like to connect this to the resolution of issues faced by the government, such as measures related to the city promotion basic plan and disaster countermeasures.
In addition, we would like to exchange information with business operators and connect it to co-creation efforts that are not limited to open data.
-Yokohama-city kanagawa prefecture-
The city has been promoting the disclosure of open data by launching a list site since 2014, but it is difficult to grasp specific examples of use and the effects of disclosure. While we are working to increase the amount of publicly available data, there are also concerns about mismatches with users’ needs. In addition, there is a limit to how much local government data can be used to solve local issues, and the issue is how to combine it with resources such as data from private companies. For that reason, I think that there will be an intermediary existence and mechanism that coordinates them, and utilization that will lead to new services and problem solving will progress. -Kosai City, Shizuoka Prefecture-
In our city, the promotion of open data is listed as an individual plan in the “Kosai City DX Promotion Plan” formulated last year, and we are about to proceed with concrete initiatives.
By having the information handled by our staff widely used as a local asset, we would like to use it as a material for solving various problems that could not be realized so far and revitalizing the local economy.
First of all, in order to grasp what kind of needs there are and what kind of data we can provide, we would like to learn and incorporate external know-how and examples from other cities and towns.
-Toyota City, Aichi Prefecture-
In 2020, Toyota City Hall formulated the “Toyota City Digital Resilient Strategy”, and the “Toyota City Digitalization Promotion Headquarters”, which is the parent body for promoting DX within the city, is working on it. In this context, we place importance on promoting open data in order to build new measures and services that utilize data.
In order to accelerate the conversion of open data, the “Open Data Guidelines” for the agency have been significantly revised this year, but the number of open data is still insufficient. In addition, since we have not fully grasped the usage of data that has already been made open data by companies, we are looking for a model for corporate use. Through this initiative, we would like to promote open data in cooperation with private companies, etc., and work even harder to create a better city for Toyota City.
-Kaga City, Ishikawa Prefecture-
In anticipation of a society in which drones and flying cars will be used more and more in the future, we have created a 3D map as infrastructure for the entire living area of Kaga City and made it possible to provide it to private businesses. By doing so, we aim to create an empty industrial agglomeration by inviting various businesses. However, at present, it is difficult for local governments alone to consider the above infrastructure utilization plans, and their PR capabilities are weak, so I feel that the information is not reaching the intended recipients. Through this opportunity, we would like to make various business operators aware of this initiative, and we would like to propose the optimal data disclosure method and utilization method that is not bound by preconceived notions. -Koryo Town, Nara Prefecture-
Honcho was selected as an “SDGs Future City” in 2019, and in order to solve economic, social, and environmental issues, we will promote sustainable town development through cooperation and cooperation with various stakeholders. increase.
In addition, in 2021, we established the “Basic Autonomy Ordinance,” respecting the autonomy of various stakeholders and coordinating and cooperating on an equal footing by bringing together the fields in which each of us excels to meet the increasingly complex needs of residents. We built a foundation (public-private partnership project) that can be done. However, in order to accelerate the consideration of public-private partnership projects, it is essential to disclose and share information.
For this reason, I believe that by starting to open data and actively disclosing and sharing information on this excellent opportunity, public-private partnership projects will be accelerated and
administrative issues will be resolved even further. I hope so. -Ikoma City, Nara Prefecture-
The city has been building and operating an open data portal site since 2017. Although the number of registrations is increasing year by year, we feel that there are issues with the types and quality of data that can be used for secondary purposes, and it is not being used by users such as citizens and companies. By working together with companies through this project, we can create data that is more suitable for secondary use and meet the needs of users. We would like to create a positive loop in which we will increase the number of users and further promote the use of open data.
-Hirakata City, Osaka Prefecture-
In our city, we are working on “public-private partnership” to consider and implement solutions after sharing the issues of the city not only within the city but also with private companies. In further activating public-private partnership in the future, I believe that one of the challenges is how to share the data held by the city and establish a common understanding.
In addition, the city has been working on EBPM for some time. In order to further promote EBPM, we recognize that it is necessary to have a foundation that allows the data held by each department to be utilized across the agency, rather than divided vertically. I’m here. About future efforts
In this “reverse propo”, the number of municipalities that have adopted has reached eight, the largest number to date. There are various regions, scales, interests, and initiatives, but in the future, we aim to proceed with initiatives involving about 1,700 local governments nationwide, and we will carefully build case studies with each local government.
In the future, we will match the open data that can be disclosed by each local government with companies that are interested in it, and consider the ideal form of an open data platform that is easy for companies to handle as a business. We will continue to conduct demonstrations as needed.
background of the project
Since the enactment of the Basic Act on the Promotion of Public and Private Sector Data Utilization, the government has raised
expectations for the use of open data in semi-public fields under the “Digital Garden City Nation Concept”. Along with this, the number of local governments that publish open data is increasing, but for private companies, the format of open data is not unified and the amount of information is insufficient, making it difficult to use it. I have a situation. In order to change the current situation where open data is open to the public but utilization is slow, it is necessary to process the data into a form that is easy for private companies to use, and QUICK will play that role.

Public-private co-creation platform “Reverse Propo” *2021 Good Design Award winner
“Reverse propo” is an epoch-making mechanism that reverses the vector of conventional public offering proposals and bidding, in which companies present “social issues of interest” and local governments propose “solution ideas” for those issues. is. By matching local governments with deep insight into social issues and companies with strengths in problem-solving systems at a tempo, it has become possible for local governments and companies to go beyond the relationship of ordering and receiving to promote public-private co-creation.
