“Furusato nozei” is a system that started with the revision of the local tax law in April 2008, and it is a “donation” to prefectures and municipalities.
For ordinary local government donations, a portion of the donation amount is deducted from income tax and resident tax by filing a final tax return. The full amount is deductible.
And the big difference between regular donations and “hometown tax” is the existence of “return gifts”.
In “Furusato Nozei”, donated local products, specialties, benefits, etc. are presented as a token of gratitude. It became a problem in some local governments because the return gift was expensive. In the system revision of June 2019, each local government was obliged to “procure the amount of return gifts (return rate) to 30% or less of the donation amount”, but in principle the entire amount excluding the 2,000 yen co-payment is deductible. It is still the biggest merit that you can get a return gift from the local government.

By submitting this, you can receive a deduction from the inhabitant tax without filing a final return.
It will be deducted from the next year’s resident tax, and there is no refund.
