[Survey background]
“Furusato nozei” is a system that started with the revision of the local tax law in April 2008, and it is a “donation” to prefectures and municipalities.
For ordinary local government donations, a portion of the donation amount is deducted from income tax and resident tax by filing a final tax return. The full amount is deductible.
And the big difference between regular donations and “hometown tax” is the existence of “return gifts”.
In “Furusato Nozei”, donated local products, specialties, benefits, etc. are presented as a token of gratitude. It became a problem in some local governments because the return gift was expensive. In the system revision of June 2019, each local government was obliged to “procure the amount of return gifts (return rate) to 30% or less of the donation amount”, but in principle the entire amount excluding the 2,000 yen co-payment is deductible. It is still the biggest merit that you can get a return gift from the local government.
It’s been 14 years since the “hometown tax” started, but how many people actually have the experience of donating with hometown tax, points to choose the budget of donation and local government to donate, is the declaration of donation a final tax return? We also investigated whether it was a one-stop system.
[Survey result summary]
24.7% of the respondents have donated to the hometown tax system, and 65.8% have never made a donation.
The largest donation budget for hometown tax donations in 2022 (Reiwa 4) is “0 yen (no plans to donate)” 65.0%
About 40% of people are aware that they do not know the maximum amount of their hometown tax, and about 70% do not know their own maximum amount of “hometown tax”.
About 80% of people plan to donate to 1 to 5 municipalities
About 60% of people emphasized the content of the gift in return The most popular return gifts are meat, seafood/seafood, fruit/fruits, and rice/cereals.
40.4% of the respondents “do not specify” how to use their donations, while 28.1% “specify” and 9.6% “donate in a predetermined way”. Conscious of how money is used
As for the method of reporting donations for hometown tax payment, the number of “final tax returns” is slightly higher than the “hometown tax payment one-stop special system”
