First time in Aichi Prefecture! “Manhole Crusade in Okazaki” will be held on November 26th (Sat) and 27th (Sun), 2022 to overhaul aging infrastructure with the power of “Civic Tech”.
A citizen-participation event aiming to complete about 20,000 manhole cover images, held in collaboration with Okazaki City as a pre-event for the 100th anniversary of the sewerage system in Okazaki City.
The Whole Earth Foundation (hereafter, WEF), an NPO organization that builds, provides, and operates a citizen-participation-type
infrastructure information platform, has recently collaborated with Okazaki City, Aichi Prefecture and Japan Cast Iron Pipe Co., Ltd. The citizen-participatory event “Manhole Crusade in Okazaki” will be held for two days on November 26th (Sat) and 27th (Sun), 2022, collecting 20,000 manhole images. “Manhole Crusade in Okazaki,” which will be held for the first time in Aichi Prefecture and jointly held with a local government for the third time nationwide, will be held as a pre-event for the 100th anniversary of the Okazaki sewerage system. The “Manhole Crusade” is an event in which the WEF’s social
contribution web 3 application “TEKKON” is used to take pictures of manholes in the area and compete for the number of posts. In this event, we aim to complete images of about 20,000 manholes in the designated area in two days. The posted manhole information is returned to Okazaki City, with the aim of improving the efficiency of maintenance and management of manhole covers, which have become a problem of aging, such as replacing damaged covers.
In the past two “manhole wars” (Kaga City, Ishikawa Prefecture, Mishima City, Shizuoka Prefecture) co-sponsored with local
governments, both have achieved results in which images of all manholes were acquired within the period by the efforts of the citizens. The number of collected manhole images exceeds 1.22 million (as of the end of October 2022). These initiatives, called “Civic Tech”, which combines civic (citizens) and tech (technology), are attracting attention as an advanced case where citizens aim to solve social issues using technology such as IT.
In “Manhole Crusade in Okazaki”, you will compete for points that can be earned according to the number of manhole images taken and posted, and the top prize winners will receive luxurious prizes such as a gift certificate worth 30,000 yen. Manhole location data within the target area is plotted on the map in advance. Manholes that have not been photographed yet are displayed in gray, and manholes that have already been photographed are displayed in green.
If you find a gray manhole, you can earn points by taking a picture of the “surrounding image” and “right above image” of the target manhole and posting it.

“TEKKON” is a new social contribution type location information game that aims to ensure the safety of infrastructure by having citizens work together to take pictures, post, and review each other in response to the issue of aging infrastructure. It has a reward function that allows you to get points as rewards (incentives) by “taking and posting photos” or “reviewing posted photos” of social infrastructure such as manholes. The game is designed so that the points you can earn change by raising the level of your companion dog or increasing the number of dogs.
