Andpad announces policy for responding to invoice system
Supporting the reduction of work load related to the construction industry’s invoice system support, the first step is to provide the “eligible invoice issuer number registration function”
Andpad Co., Ltd. We have announced a policy for dealing with the storage method (hereinafter referred to as the “invoice system”), and will support the reduction of the work load of the construction industry related to the invoice system.

■ Background
Starting with the start of the invoice system in October 2023, the revision of the law concerning the storage of documents and books will continue, and it is expected that the load of ordering and billing operations will increase due to these responses.
In general, construction companies have many business partners, and there is a lot of analog clerical work such as dealing with faxes, emails, and mailings in ordering and billing operations with business partners. In the recent construction industry, where there is a shortage of workers, early measures are required to prepare for an increase in the administrative workload after the system starts. Andpad has a policy to develop various functions as follows so that everyone engaged in the construction industry can respond to the invoice system while complying with the industry’s unique business practices.

1. Outline of “eligible billing company number registration function” [Image 3
As the first step to support ANDPAD’s invoice system, we will start providing the “eligible invoice issuer number registration function”. After the invoice system starts, it is necessary to write the “eligible invoice issuer number” on the invoice in order to claim the purchase tax credit. The “eligible invoice issuer number registration function” to be provided this time will provide an entry field for the registration number and will link with the National Tax Agency’s qualified invoice issuer publication system to ensure that the registered/shared registration number is correct or incorrect. We will automate the check and support the management of the correct “eligible billing business number”.
The registered number will be automatically reflected in the qualifying invoice specification requirement format function provided by ANDPAD ordering, greatly reducing the confirmation and input burden on both the order receiving side and the ordering side (to be provided in the future). .
2, “Electronic transaction data reception/storage function” overview ANDPAD has already completed the storage of eligible invoices and classified invoices and their copies for up to 10 years after the start of the invoice system (current function).
ANDPAD ordering system is an electronic ordering system that has functions such as electronic signatures and time stamps, and is compliant with the Construction Industry Law and the Electronic Book Storage Law.
In September 2022, the Japan Document Information Management Association (JIIMA) acquired “Electronic Transaction Software Legal Requirements Certification”, and in April 2021, the gray zone elimination system will be used to digitize construction contracts. It has been confirmed with the Ministry of Land, Infrastructure, Transport and Tourism through the Ministry of Economy, Trade and Industry that the “technical standards” required in Article 13-4, Paragraph 2 of the Construction Industry Law Enforcement Regulations are met. By using ANDPAD ordering, it is possible to comply with laws and regulations and work on daily tasks with peace of mind.
