Community exchange project for people with mental disabilities in Neyagawa City [“Club E & T” (abbreviation for Empowerment & Try Empowerment and Challenge)
Since the 1990s in Neyagawa City, volunteer and civic activities have been born from various activities in the community of mentally ill and mentally handicapped people and the network of medical and welfare institutions that support them. “Medical Corporation Sanke Clinic,” “Social Welfare Corporation Mitsuwakai,” which is progressively working on community medical care for the mentally ill, “Medical Corporation Nagaokai Neyagawa Sanatorium,” which has the only inpatient bed in the city, and our association is a private sector activity that transcends the boundaries of each institution, builds a network, and promotes it together with the parties and volunteers. Initially, it started as a subsidy business of Osaka Prefecture, but now that subsidy is gone, and it is a voluntary network business. Background of the initiative
The Neyagawa City Community Exchange Project for Mentally Disabled Persons “Club E&T” is an activity that promotes and maintains a place for joint activities among fellows with the same illness and a space for interaction with citizen volunteers, and supports the social participation of people with mental disabilities living at home. I have been working on We started with the idea that we would like to work on one of the exchanges that are transmitted through “art” from among the activities as one of the development of the town.
Previously, the Osaka Prefecture Heart Art Exhibition was held for the entire prefecture area. In 2015, the Neyagawa Citizen’s Gallery began holding the “Neyagawa Heart Art Exhibition”, limited to the Neyagawa city area, in the form of taking over the name.
What comes out of our efforts
Since the first exhibition in 2015, nearly 100 works (paintings, photographs, handicrafts, etc.) by members with mental disabilities have been exhibited.
As we continued, we were able to select from among the previous year’s works the works that we would like to appear on the next year’s leaflets and posters. Among them, there are people who could not even go to a medical institution, but by exhibiting at this exhibition and having their work adopted for the next year’s leaflets and posters, they feel the desire to live. We have received feedback that it has become more popular, and as a spin-off project, exhibitions are being held at several locations in the city.
In addition, since we continue to use the Citizen’s Gallery as an exhibition space, we have received cooperation from people in nearby shopping districts for public relations.
Since the last time, it has become a hybrid event of 3 days held at Neyagawa Citizen’s Gallery and 1 month online.

In 1978, 43 years ago from now, our association was established as a group and established a base for the residents themselves to think about the various problems of the region as their own. The term “community welfare” is now commonly used, but at the time neither the term “volunteer” nor the term “community welfare” were common. This is an initiative from the early days of “grassroots private house renovation type community welfare”.
Currently, we are the only one in Japan that is working in this way. Acquired NPO status in 2001, it is an organization that tackles the “gap” of local systems and services.
