The outline of the unmanned aerial vehicle pilot proficiency certification system is as follows.
・The skill certificate is divided into first-class unmanned aircraft pilot (first-class qualification) and second-class unmanned-aircraft pilot (second-class qualification).
・Both first-class and second-class qualifications are valid for three years. ・By making limited changes, night flight and flight beyond visual line of sight are possible.
・ Target age is 16 years old or older
・Tests for proficiency certificates are conducted by Nippon Kaiji Kyokai, a designated testing institution designated by the government. ・If you have completed a course at a training institution that has been registered by the government (registered training institution), you will be exempt from the practical examination.
Difference between first-class unmanned aerial vehicle pilot (first-class qualification) and second-class unmanned aerial vehicle pilot (second-class qualification)
There are four levels of drone flight modes.
・Level 1: Manually controlled flight within visual line of sight ・Level 2: Automatic/autonomous flight within visual range
・Level 3: BVLOS flight (without assistance) in uninhabited areas ・Level 4: BVLOS flight (without assistance) in manned areas
From December 5, 2022, holders of the First Class Unmanned Aerial Vehicle Pilot (First Class) qualification will be able to fly at Level 4, which was previously not permitted.
The biggest merit of the first class qualification is that you will be able to fly level 4 (beyond visual line of sight flight in a manned area).
Level 4 flight is not possible for second-class qualifications, but the following permits and approvals required by the Ministry of Land, Infrastructure, Transport and Tourism are not required for flights, so there is the advantage of saving time and effort in applying for flights. I have.

How to acquire first-class unmanned aerial vehicle pilot (first-class qualification) and second-class unmanned aerial vehicle pilot (second-class qualification)
There are two ways to obtain first and second class qualifications. The first method is to take courses and practical training at a registered training institution (drone school) of the Ministry of Land, Infrastructure, Transport and Tourism, pass the practical completion examination, and pass the physical examination and written examination at the designated examination institution.
The process is the same as getting a driver’s license.
In the case of a driver’s license, I think it’s a form of going to a driving school, carrying out up to the graduation test at the driving school, and facing the written test at the test center. The same goes for unmanned aerial vehicles (drones).
The second is a one-shot test.
As with a driver’s license, if you are confident in your driving skills, you can also take a practical test, a physical test, and a written test at a designated test center. However, it is expected that the pass rate will be low as with the car license.
