Nanbu Town opened a line official account at the end of December 2021. Starting with information dissemination via LINE, from 2022, we are proceeding with paperless projects such as distributing government documents to households who wish to use LINE in model districts. In promoting DX, which is one step ahead, we believe that online administrative procedures are essential as an initiative that contributes to improving resident services and promoting BPM. Therefore, we decided to introduce “GovTech Express”, which can implement resident services using LINE, a tool that is popular among men and women of all ages. With the introduction of GovTech Express, procedures can be completed regardless of the opening hours of the office, which is expected to have the effect of improving services for townspeople who find it difficult to visit the office on weekdays and reducing opportunities to visit the office to prevent the spread of infectious diseases.
Also, if most of the absence notifications at municipal schools are replaced by LINE, parents will have the advantage of being able to contact them at a convenient time from their smartphones. Currently, in addition to notifying absentees from this school, we are
implementing an AI chatbot for separating garbage, a garbage collection calendar, contacting damaged areas such as roads and illegal dumping of garbage, application for use of procedures such as opening and closing water taps, posting opinions and inquiries to the government office, reception setting functions, etc. In the future, we plan to improve administrative services by digitizing various procedures such as mailing applications for certificates such as resident cards.
Characteristics of Nanbu Town “Tenohira Town Hall”
1. Anytime, anywhere “Tenohira Office” Just like having an office in your smartphone, you can complete procedures from your smartphone 24 hours a day, 365 days a year, regardless of the opening hours of the office. We aim to be a government office that “doesn’t go, doesn’t write, doesn’t wait”. 2. Procedures can be completed via LINE Procedures that used to require going to the government office, such as the issuance of a certificate of residence (*), can be completed quickly via LINE. All procedures from application to payment can be completed with only LINE operations. *Scheduled to be released in September 2023 3. More easy-to-understand information transmission By adding friends to the Nanbu Town LINE official account and setting up reception, you can receive push notifications that you need. 4. Elimination of information disparities in smartphone classrooms We aim to have seniors use LINE and Tenohira Yakuba on a daily basis in the smartphone classrooms we are currently conducting.

By enabling administrative procedures from smartphones 24 hours a day, 365 days a year, it is possible to eliminate inconveniences for townspeople, such as those who work during the day on weekdays and find it difficult to come to the office, those who are sick or injured, and those who have difficulty going out, such as elderly people and households with children. In addition, it is directly linked to improving the work efficiency of staff who are busy answering phones and processing applications. Employees can now devote their time to providing more value-added services. We would like to continue to build a system from the perspective of the townspeople and improve our services.
Examples of initiatives in the Chugoku region

https://note.bot-express.com/n/naeaa32eb2b4bOn July 20, 2023, a partnership agreement was established with Soja City, Okayama Prefecture to establish a smartphone city hall that eliminates “troublesomeness”. Instead of simply making procedures online, we will shift the resident service from “posting + application” to “push notification + confirmation”. We will inform the relevant residents about the benefits, etc., and if they “confirm”, the procedure will be completed without the need for an application, and the benefits will be paid on the same day.
