IT4 Co., Ltd. (Head office: Chiyoda-ku, Tokyo, President and CEO: Tsunenori Sato) will be contracted to handle collection work and other duties for Yamaga City (Location: Yamaga City, Kumamoto Prefecture, Mayor: Junichi Hayata) from October 2023. It has started. This outsourcing contract is a three-year contract until the end of September 2026.

◆Background of outsourcing
Yamaga City has been promoting the outsourcing of various operations to the private sector for some time. Therefore, it was thought that outsourcing to the private sector might be effective in raising citizens’ tax awareness and improving collection rates by preventing cumulative delinquency. Our company’s track record was evaluated in a positive manner, including verification of cost-effectiveness, and we were selected for the project. This is the first time that any local government in Kumamoto Prefecture, excluding Kumamoto City, which is a designated city, has outsourced collection work to the private sector. ◆Business contract overview

◆Expected effects
If the shortage of human resources is resolved through outsourcing, it will be possible to call for voluntary payment at an early stage, leading to an improvement in the collection rate. Furthermore, by leveraging the know-how we have accumulated through BPO (private outsourcing) services, we are able to propose collection procedures that suit the collection rate situation, and improve the quality of services to citizens. It is also expected to reduce the burden on employees by leveling out work.
◆What is BPO service for local governments?
This is a private outsourcing service that is one of our solutions for local governments. In order to promote the creation of local employment as part of our social contribution efforts through “regional revitalization,” we will, in principle, hire residents of the relevant local government, provide them with specialized training, and develop them as staff. Our company has a track record of providing BPO services to many local governments, and with the know-how we have accumulated, we are able to propose the optimal business method for each local government.
