The certified NPO Florence (Chiyoda-ku, Tokyo, Representative Director: Midori Akasaka) has recently concluded an agreement with Yamagata City, PKSHA Technology Co., Ltd., and Sapeet Co., Ltd. to provide counseling support for people suffering from loneliness and isolation.
Through public-private collaboration, we will proceed with the development of a model for a loneliness/isolation counseling support project that utilizes AI and SNS, which has little precedent. [Image 1
In recent years, in addition to changes in the social structure such as the declining birthrate, aging population, and increasing number of nuclear families, the coronavirus pandemic has accelerated the weakening of connections in the community, workplace, school, etc., and there are concerns about loneliness and isolation.
The national government’s “Priority Plan to Counter Loneliness and Isolation” calls for 24-hour multifaceted counseling support as seamless counseling support tailored to the situation, but there are issues with securing the number of counselors and consultation hours. There are issues such as limited availability, people who are reluctant to seek advice over the counter or over the phone, and few environments where people with concerns can feel free to seek advice. Through this agreement, the public and private sectors will
collaborate and cooperate, proactively disseminate information on loneliness and isolation in Yamagata City, consider a system that can provide more familiar and effective counseling support, and promote consultations related to loneliness and isolation. We will provide support.
Cooperation agreement overview
This time, Florence, Yamagata City, PKSHA Technology, and Sapeet will collaborate and cooperate on the following six items.
(1) Concerning dissemination of information regarding loneliness and isolation (2) Matters related to effective counseling support methods
(3) Matters related to the utilization of AI, SNS, etc.
(4) Matters related to the utilization of social resources
(5) Matters related to public relations to citizens
(6) Contributing to other counseling and support related to loneliness and isolation.

Initiatives by Florence and Yamagata City
From February 2022, Florence has entered into a comprehensive partnership agreement with Yamagata City to promote “support for child-rearing households,” and has been contracted to provide counseling support projects and escort-type counseling support projects to families raising children. In May 2023, we were
commissioned to promote a local public-private partnership platform for loneliness and isolation measures, and established and operated a loneliness and isolation counseling support project for all
generations for a limited time.
