Report on the results of 2023 initiatives related to “DX of boat transport and area management” based in Takeshiba | Business model verification aimed at revitalizing leisure traffic in Tokyo’s bay area *Through free and paid operation experiments both during the day and at night, we will confirm the demand potential of each visitor group, such as workers visiting on holidays, inbound tourists, date visitors, and MICE participants. *
* scheme
Verge Inc., in collaboration with Tokyu Land Corporation, Takeshiba Area Management General Incorporated Association, and Tokyo Kaiji Tsusho Co., Ltd., aims to revitalize leisure activities on the Tokyo Bay coast based in the Takeshiba area in a data-driven manner. By utilizing an area revitalization platform suitable for data collection and analysis and operating a boat service to and from Takeshiba, we verified a business model for area revitalization using boat transportation. *

Overview of business model validation
The Takeshiba area, which is undergoing multiple large-scale redevelopments as a national strategic special zone, is highly convenient from Haneda and is known as a business hub with complex facilities such as Tokyo Port City Takeshiba. On the other side of the ocean, there are areas such as Odaiba, Ariake, and Harumi, but there are not enough means of transportation, and we are not doing enough to encourage the use of cities that connect with these areas.

This time, the Japan Tourism Agency announced the “revitalization and high added value of tourist destinations and tourism industry through regional integration”.
The project was selected as a “Transportation/Tourism Collaborative Project” (plan representative: Tokyo Kaiji Tsusho Co., Ltd.) and is a boat transportation project that promotes mutual use of the Tokyo Bay area by connecting Takeshiba with Odaiba, Ariake, and Aomi on the opposite shore. We will implement it.

Tickets that can be used at commercial facilities and events will be distributed free of charge to users in conjunction with the ship’s operation, encouraging consumption within the area through boat transport. Boat reservations and payments, usage management, ticket distribution, and usage management are performed using Horai, a DX platform for town development and area management. only) will be acquired and analyzed. These data will be used in the “Smart Smart City Takeshiba is a data distribution platform utilized by Smart City Takeshiba.
We will collaborate with the Japan Water Transport Platform to verify the effectiveness of area revitalization through boat transportation and consider sustainable boat transportation business models.

We would like to report some of the verification results conducted in 2023 as follows.

Details of implemented measures
1. Mutual transportation between National Museum of Emerging Science and Innovation and Takeshiba using the “electrically powered ship of the future”
Flyer for a future ship powered by electricity
An attempt was made to connect Takeshiba and Aomi (Odaiba) by electric boat in conjunction with the event “An Interesting Future Ahead” (9/17-9/18) held at Takeshiba. By giving passengers a discount digital ticket to the National Museum of Emerging Science and Innovation in Odaiba and a digital ticket that can be used in the kitchen car of Tokyo Port City Takeshiba, we will stimulate mutual traffic between Takeshiba and the National Museum of Emerging Science and Innovation by boat. I verified whether it can be done.
Number of flights: 14 flights in 2 days
Price: Free
Route: Takeshiba←→Aomi (Odaiba)
Number of reservations: Approximately 600 people (all flights fully booked) Digital ticket usage: 7 at Miraikan, 32 at Kitchen Car
(Only one flight operated due to cancellation due to temporary equipment maintenance)
Digital tickets were used at the National Museum of Emerging Science and Innovation and the kitchen car before and after the flight, and the effect of reciprocal customer traffic between Takeshiba and Odaiba by boat transport was observed. *
On that day, there were also reservations and usage by office workers from Tokyo Port City Takeshiba, who are believed to be visiting with their families, suggesting the possibility of boat transportation as a means of transportation to encourage workers to visit on their holidays. *

2. Operation in conjunction with the Tokyo International Film Festival related event “TIFFCOM”
Flyer for operations in conjunction with MICE “TIFFCOM” in Takeshiba In conjunction with the Tokyo International Film Festival related event “TIFFCOM” held at the Tokyo Metropolitan Industrial Trade Center Hamamatsucho Hall, we operated a free boat service targeting overseas visitors. We verified whether it was possible to provide value to overseas visitors visiting Takeshiba for MICE through boat
transportation from Takeshiba.
Number of flights: 18 flights in 3 days
Price: Free
Route: Takeshiba←→Odaiba
Number of people on board: 559 people
Percentage of foreign passengers: 12.34%
View of passengers during operation in conjunction with MICE “TIFFCOM” at Takeshiba
During the three-day operation, 559 people were on board, of whom 12.34% were estimated to be foreigners, suggesting the possibility of operating the ship for a fee to cater to guests staying at hotels in places like Takeshiba and Odaiba.

3. “Odaiba Night Cruise” timed with rainbow fireworks
“Odaiba Night Cruise” flyer timed with rainbow fireworks
Paid operations were conducted in conjunction with the Odaiba Rainbow Fireworks held on Saturdays in December. Targeted at couples and families with children during the Christmas season, some flights are designed to allow you to watch fireworks from the boat. After adding content value to the boat transportation itself, we verified the amount paid for boat transportation in Tokyo Bay.
Number of flights: 4 flights in 2 days
Price: 3,400 yen (Takeshiba → Odaiba), 2,200 yen (Odaiba → Takeshiba) Route: Takeshiba←→Odaiba
Number of passengers: 127 (average 31.8 per flight)
“Odaiba Night Cruise” operation in conjunction with rainbow fireworks The results show that by combining content such as fireworks, it is possible to attract enough customers even with a boarding fee in the 3,000 yen range.

4. Ariake Night Cruise
A night cruise will be held that connects the theater performance held in Ariake with the related Tokyo Tower light-up event by boat. Based on the results of 1. and 2., we verified whether there was a need for boat transportation tailored to the event through paid navigation. Number of flights: 3 flights per day
Price: 1,500 yen
Route: Takeshiba←→Ariake Arena Pier
Number of passengers: 23 people
23 people used the boat transport for an event at a venue of 1,200 people, so there is a possibility that it could be used by more than 200 people for an event at the Ariake Arena (15,000 people). This indicates that boat transport tailored to large-scale events in the bay area, such as MICE, may be effective.

5. Ariake ↔ Takeshiba direct cruise (scheduled)
In conjunction with HCJ2024 (International Hotel Restaurant Show, Food Catering Show, Kitchen Equipment Exhibition), which will be held at Tokyo Big Sight (Tokyo International Exhibition Center) from February 13th (Tuesday) to 16th (Friday), “Ariake (Tokyo Big Sight) Pier” right next to Tokyo Big Sight and “Waters Takeshiba-mae” in Takeshiba We will provide a boat service for a fee (1,500 yen including tax) to the pier. In line with the large-scale MICE held at Tokyo Big Sight, we will examine the needs for boat transport connecting central Tokyo and the impact on visits to both areas.

About data analysis
Through these initiatives, we will create opportunities for people to travel between areas along the bay using Takeshiba as a base, increasing satisfaction with the area and encouraging continued visits to the area. We will use it for continuous service improvement. For DX of ship reservations and digital tickets for nearby facilities, use scheme.
Using Horai, a DX platform for town development and area management provided by verge Inc., we collect personal information such as attribute information, stamp history, ticket usage history, location information, etc. of people who use boarding tickets and digital tickets. After removing this information, we will analyze it in a way that does not identify the individual participant’s behavior. The results of the analysis will be used to identify issues for excursions in the area, to improve services that match the characteristics of visitors, and to consider providing year-round boat transportation services.
