Kaminoyama City (Mayor: Yukiyasu Yamamoto, hereinafter referred to as “Kamiyama City”) and Nippon Telegraph and Telephone East Corporation Yamagata Branch (Branch Manager: Shunsuke Watanai, hereinafter referred to as “NTT East”) are currently using paper and In 2024, for the first time in 2024, a government agency will begin operating online road occupation application procedures using the “Road Occupation Application Web” (hereinafter referred to as “Road Occupation Web”)*1 provided by NTT East, which was previously performed face-to-face. It will start from April 1st (Monday). *1 A service provided by NTT East that provides an online system for all procedures from road occupancy permit application to permit issuance.
*2 Operation will also begin in Yotsukaido City, Chiba Prefecture, and Makubetsu Town, Hokkaido from April 1, 2024 (Monday). Machida City, Tokyo is scheduled to begin operation in April 2024.
1. Background and purpose of the initiative
Regarding road occupation operations, we are currently submitting applications for occupation and issuing/receiving occupation permits. The efficiency of the work that occurs when confirming information on occupied properties has been cited as an issue.
By going online, we aim to “realize applications without being bound by time,” “reduce document management costs through systemization,” and “reduce operating costs by improving the efficiency of
information confirmation and search.” Both local governments and businesses will be able to streamline their operations. We believe that efficiency can be achieved.
As an ICT company with close ties to local communities, NTT East will co-create a sustainable, recycling-oriented local society by solving local issues and creating value.
2. Image of road occupation web business overview
By introducing the “Road Occupation Web”, the series of procedures from road occupation permit application to permit issuance will be made online, making digitalization and efficiency more efficient.

NTT East aims to improve the efficiency of the entire road occupation operation by widely rolling out the “Road Occupation Web” to other local governments and other businesses, and will promote further digitalization.
