What is the Hokkaido Disaster Reconstruction Support Fund?
The Hokkaido Disaster Reconstruction Support Fund was created in 2020 by the Hokkaido NPO Fund with the aim of supporting Hokkaido’s sustainable disaster recovery by ensuring long-term support activities by NPOs during normal times and during disasters. It’s a fund. The main activities and characteristics are as follows.
About the background of the fund creation
To date, the Hokkaido NPO Fund has established a fund (commonly known as the “Iburi Fund”) to support areas affected by the Hokkaido Eastern Iburi Earthquake and Typhoon No. We provided grants to organizations based in Hokkaido that carry out community development activities (including disaster prevention activities).

The Iburi Fund has received donations of 3.5 million yen from individuals (110 people) and 23.5 million yen (46 donations) from companies and organizations, providing grants to a total of 43 organizations.
While involved in reconstruction support for the Iburi Eastern Earthquake, I realized the difficulty of stably securing donations, or so-called “support funds,” to local organizations involved in support activities.

Reconstruction support lasts for a long period of time, on a year-by-year basis, but donations to support disaster-stricken areas receive a large amount of support in the early stages, but then gradually decrease. but,*
The situation in disaster-stricken areas changes from moment to moment, from the emergency period to the recovery period, and support activities are required* that are tailored to each situation.

Therefore, instead of setting up a fund and soliciting donations each time a disaster occurs, we need to be able to act immediately from that moment, and to continue to operate for a long period of time with peace of mind even if donations decrease. In order to be able to do so, we believed that we needed a “permanent fund” that could respond to any disaster.
What is the Reiwa 6 Noto Peninsula Earthquake Support Subsidy? From the Hokkaido Disaster Reconstruction Support Fund’s 2020 Noto Peninsula Earthquake Area Support Grant, we will provide grants to three organizations in Hokkaido that are currently carrying out support activities locally and from Hokkaido.
The donations received from everyone will be delivered to the organizations listed below through the Hokkaido NPO Fund.
● Food Love Cafe Minahana

*Main support content: Response to minorities in times of disaster* Providing relief supplies including soup kitchens at evacuation centers with allergens in mind, and providing consultations to local minorities by phone and email.
● Ishikari Compassionate Heart Delivery Team

*Main support activities: Support for plumbing (water supply, toilets, baths)* Installing water supply equipment, trays, and shower rooms in disaster-stricken areas where water supply has not been restored, and providing baths to aid workers. Intermediation for problems with water supply equipment when returning home, etc.

With the goal of “supporting the speedy delivery of necessary items to those who need them,” the group begins operations immediately after the dispatch, chartering trucks to deliver needed supplies in large quantities and accurately.

In order for support organizations to be able to respond quickly and provide long-term recovery support whenever and wherever a disaster occurs, they need to secure 10 million yen at all times.
This fund is funded by donations from everyone. We ask for your donations to help make Hokkaido more resilient to disasters.

Certified NPO Hokkaido NPO Fund
Kiyoaki Ochi, former general secretary and vice-chairman of the Northern Teachers Union and chairman of the Sapporo District Labor Union Council for many years, passed away in 1997, intending in his will to donate part of his estate to NPO activities. It was displayed. The NPO Promotion Hokkaido Council inherited the wishes of Kiyoaki Ochi and established the NPO Ochi Fund in 1999, and in December 2002 acquired NPO corporate status as the Hokkaido NPO Ochi Fund. Since our incorporation in 2002, we have provided 137 million yen in grants to NPOs in Hokkaido by the end of 2021. Among these, the Ochi Fund, which has been in existence since its founding, has provided 489 grants totaling 31.83 million yen from 1999 to 2021, contributing to the development of NPO activities.
