Japan’s sluggish digital competitiveness
With Japan languishing at 32nd place in the 2023 World Digital Competitiveness Ranking, the development of digital human resources is an urgent need. This book covers initiatives for digital human resource development in companies and local governments across Japan, and introduces their various approaches. Using Nagasaki, Hiroshima, Gunma, Ehime, Miyazaki, and Fukuoka as examples, we explain the different methods for each region, including universities, companies, industry-government-academia collaboration, and local banks. While learning from successful cases, we will explore the difficulties and essence of digital human resource development. The Society for Digital Human Resource Development was established in April 2021 to solve the urgent issue in Japanese society of developing digital human resources, and has continued its vigorous activities. This book is the culmination of those three years of activities, and is a compilation of particularly noteworthy cases.
Six issues surrounding Japan
Although there are many issues that need to be addressed, this book focuses on the following six macro issues that should be addressed by Japan as a whole. [Six issues] Issue 1. Author introduction
Hitoshi Tsunoda, Chairman of the Digital Human Resource Development Society. Professor at Chiba Institute of Technology. Ph.D. (University of Tsukuba). President and Representative Director of Digital Human Resources Japan. Former advisor (manager), IT Planning Department, Tokio Marine & Nichido Fire Insurance Co., Ltd. Joined Tokio Marine in 1989. Mainly responsible for IT strategy planning work in the IT department. After that, he was also in charge of global IT strategy planning in the overseas division. Since 2015, he has served as an executive officer of Tokio Marine & Nichido Systems Co., Ltd., where he was responsible for information security and ITSM for the Tokio Marine Group. In 2019, upon obtaining his doctorate, he retired from Tokio Marine, where he had worked for 30 years, and became a university professor. Current position from 2021 (Chiba Institute of Technology). He also serves as CIO assistant for Matsuyama City (Ehime Prefecture), Akishima City (Tokyo), and Yurihama Town (Tottori Prefecture). Kenichi Nakamura (Kenichi Nakamura) Vice President of the Digital Human Resource Development Society. IBM Japan, Ltd. Associate Partner/Japan Head of Oracle Consulting Services Business. Completed Master of International Management (Professional) and Executive MBA, Quantic School of Business and Technology, University of Tsukuba. Joined IBM Business Consulting Services (at that time) in 2006. Transferred to IBM Japan in 2010. He handles everything from consulting in the SCM, accounting, organization, and human resources fields to system implementation and maintenance, and is also responsible for training young consultants and IT engineers within the company. In 2019, he assumed his current position after serving as assistant managing director and assistant to the president of IBM Japan Co., Ltd. He also serves as a part-time lecturer in the data science minor at Soka University.
