The Japanese speaking test “PROGOS(R) Japanese” has been listed by the Ministry of Justice’s Immigration Services Agency as a test that indicates Japanese language proficiency.

■Background, overview
As Japan faces a declining population, the use of foreign human resources to secure a workforce is becoming an important social issue. On the other hand, until now there has been no common benchmark for Japanese language proficiency, leading to issues such as the lack of a guideline for foreigners to learn Japanese.

In response to these, starting with the “Act on the Promotion of Japanese Language Education” that came into effect in 2019, each government agency has reviewed measures to improve the Japanese language skills of foreign personnel. Furthermore, the Agency for Cultural Affairs has compiled a framework for teaching and evaluating Japanese language proficiency, the “Framework of Reference for Japanese Language Education,” in 2022, based on the international language proficiency index “CEFR.” . The plan also states that in the future, the Immigration Services Agency, which certifies residence status, will adopt examinations and educational programs that are compatible with the “Reference Framework for Japanese Language Education.”

Although measures and policies have been clarified, from a practical point of view, until now there has been no Japanese language proficiency test that recognizes the status of residence that complies with the “CEFR” or the “Reference Framework for Japanese Language Education.” Furthermore, there has never been a large-scale test to measure speaking ability, which is essential for foreign personnel to live and work in Japan.

■CEFR, the reference frame for Japanese language education
CEFR stands for Common European Framework of Reference for Languages: Learning, Teaching,
Assessment (Japanese translation: Common European Framework of Reference for Languages) was established in Europe as a common reference framework to indicate the acquisition status and language proficiency of foreign language learners. Now translated into 40 languages, the CEFR also serves as the basis for recognizing language qualifications, facilitating educational and employment mobility across borders and languages.
In Japan, the Agency for Cultural Affairs is promoting various measures to ensure that foreigners receive appropriate Japanese language education on an ongoing basis through the “Reference Framework for Japanese Language Education” created with reference to the CEFR.
