On Sunday, June 23, 2020, Goka Town collaborated with Ibaraki Prefecture, the Japan Ground Self-Defense Force, the Mito
Meteorological Observatory, the Tone River Upstream River Office, and others to carry out an evacuation strength training in anticipation of a flood. Approximately 120 people, including town hall staff, town council members, and administrative ward mayors, participated on the day, and conducted disaster response headquarters meeting drills, resident evacuation drills, evacuation center opening and operation drills, and evacuation drills for people in need of support.

1. Simplifying evacuation center admission procedures using My Number Card Taking advantage of the number one My Number card issuance rate in Ibaraki Prefecture, we have simplified the admission procedure by reading the My Number card without having to fill out an evacuee card when entering the evacuation center.
Evacuation information is reflected on the electronic map and safety information is confirmed.

By comparing the data (digits only) with the Basic Resident Register and importing it into an electronic map, we are now able to clearly identify people who have completed their evacuation and those who have not.

3. Quick and effective information gathering using drones
Based on the information visualized by electronic maps, we use drones to collect information, and share live images from the field with LINE video call function to provide accurate instructions to disaster response headquarters personnel. and actions are now possible. *For information sharing via drone, please contact us if it rains on the day of the event.

■Comments from training participants

I tried the procedure for entering an evacuation center using my number card, and it was quick and easy, without having to fill out an evacuee card. Moreover, I was surprised that this data could be used to check evacuation information (safety confirmation) on an electronic map. When I heard that I could check who in the same household was able to evacuate, I immediately went home and had a chance to talk with my family about disaster prevention, which turned out to be a very meaningful training exercise.

Ever since I took office as mayor last year, I have always felt the need to improve the town’s ability to respond in the event of a disaster, and I believe that the training that simulated an actual disaster was a great success. This new trial, which uses My Number Cards to register at evacuation centers, visualizes safety information by importing it into electronic maps, and shares awareness by quickly collecting information using drones will help us respond to future disasters. I believe that we have taken the lead in this. Today’s training may be just the first step in a full-scale training, but we will not stop on this path and steadily move forward with “building a safe, secure, and disaster-resilient city.”
