The environment in which national university corporations are located in Japan is changing dramatically every day, and compared to before (before incorporation), operations have become more complex and promptness is required, and education at universities, which are higher education institutions, has become more complex and faster than before. There is an increase in new work that goes beyond the framework of research activities for which no one has experience. Furthermore, some of the duties currently performed by faculty members are putting pressure on their time for education and research, and many of these tasks should be handled by “highly specialized personnel” rather than “teachers.” .
Under these circumstances, it is important to advance the
“sophistication” of university staff and to enable them to become more active as knowledge workers who can create new value from knowledge. National University Corporation Okayama University (Headquarters: Kita-ku, Okayama City, President: Yasutomo Nasu) is currently training and utilizing doctoral human resources as knowledge workers as one means to improve the sophistication of university staff. As part of this system, we will begin a graduate school study support system from the fall semester of this year.
This system is aimed at university employees of our university (administrative staff, technical staff, library staff, etc.), and supports the acquisition of master’s and doctoral degrees at our graduate school.
This year, we will begin with the acquisition of doctoral degrees for technical staff, and we will make fine adjustments to system operations. Starting next year, we will expand the eligibility to all university employees, and will also begin offering master’s degrees. Regarding the main operational points, 1. The university corporation will bear all expenses related to graduate school study (admission fees, tuition fees related to the standard study period, and other payments necessary for admission and course completion). 2. If you take time out of your working hours to complete your coursework, you will be exempted from the obligation to devote your time to your duties. 3. Establish an appropriate work system to ensure the health and welfare of employees covered by the system. 4. You don’t need your boss’s permission to raise your hand on the system. Additionally, personnel changes will not be made during the academic support period. 5. You can receive consultation support from URA when preparing applications (laboratory selection), research plans, etc. 6. We will flexibly reform the university corporation organization in order to rebuild the career paths of our staff as doctoral personnel. Examples include.
At Okayama University, in order to develop doctoral human resources as knowledge workers, we offer students programs such as the Ministry of Education, Culture, Sports, Science and Technology’s “University Fellowship Creation Project for Creating Science and Technology Innovation” and the JST “Challenging Research Program for Next Generation Researchers (SPRING)”. We operate a wide variety of support systems, including the “Next Generation AI Human Resources Development Program (PhD Student Support)” (BOOST), and our university’s own scholarship support system. Also, starting this year, the “National University Corporation Okayama University Employee Employment Regulations” will be revised, and a new category of “highly specialized personnel” will be established. We have already implemented system reforms, including the management of doctoral human resources.
Our university is implementing various initiatives strategically and with a sense of speed in order to realize Okayama University’s long-term vision 2050: “A research university that co-creates the future of the region and the earth and contributes to global innovation.” . Furthermore, on December 22 of last year, it was adopted by the Ministry of Education, Culture, Sports, Science and Technology’s “Project to Promote the Strengthening of Regional Core and Distinctive Research Universities (J-PEAKS)” (implementing body: Japan Society for the Promotion of Science), accelerating the realization of Long-Term Vision 2050. Masu. Although this initiative is one of the initiatives of J-PEAKS, the system design itself was conceived several years ago.
Okayama University will continue to change, breaking away from fixed ideas, not being afraid of failure, and continuing to take on challenges over and over again. Please look forward to the “Graduate School Study Support System,” a challenge faced by university staff that is one of the driving forces behind this change.

Furthermore, as we implement this system, we are not limited to improving the sophistication of university staff, but we also believe that the role of graduate schools as a place to develop knowledge workers who can create new value from knowledge is also being questioned. I also believe that there is a need to move away from the traditional framework of graduate schools as a place to train researchers and university teachers, and to change the format to one that trains knowledge workers and produces people who can put things into practice.
In other words, by operating this system, we will not only improve the sophistication of university staff, but also rebuild the career paths of staff as doctoral personnel, bring new changes to the organization of university corporations, and furthermore, The need for reform has arisen, and we believe that by implementing this reform, we may be able to encourage changes in the awareness and behavior of graduate school reform not only at Okayama University but also at universities and research institutions in Japan. We would like to make this system not just a human resource
development initiative, but also a source that encourages and allows the university organization and its faculty and staff to experience change.
〇Comment from President Yasutomo Nasu: In terms of doctoral human resources, the Ministry of Education, Culture, Sports, Science and Technology announced the “Plan for the Advancement of Doctoral Human Resources – Let’s Get Doctorates”, and various stakeholders from industry, academia, and government are showing new moves. The latest graduate school study support system is not a response to the Ministry of Education, Culture, Sports, Science and Technology’s plan, but was conceived at our university before the Ministry of Education, Culture, Sports, Science and Technology’s plan was created, and was
institutionalized after conducting interviews with members of the university. In other words, this system is one means of realizing Okayama University’s long-term vision 2050. Okayama University has begun various initiatives such as reviewing the role of faculty and creating a dual-track personnel system. In this context, it is essential that university staff become more sophisticated, and their role is changing from manual workers to knowledge workers. In the future, we will operate this system flexibly and make it easier for users to use.
Furthermore, we believe that the traditional approach to education and research at graduate schools will change based on this system. Graduate schools are no longer just places to train researchers and university teachers. We will continue to implement various
organizational and system reforms strategically and with a sense of speed so that we can firmly establish ourselves as a place for producing human resources who can create new value from knowledge.
