The future of after-school day care services based on the revision of laws and compensation in 2026 – What is good day care and bad day care? Held an online seminar – June 22nd implementation report – Zenchi Kyosai Co., Ltd. (Headquarters: Chiyoda-ku, Tokyo;
Representative Director and President: Shigeaki Enomoto), a
specialized insurance company that handles insurance for people with disabilities, will hold a joint event on Saturday, June 22nd with the National Federation of Hands-on Training Associations. Matamura Mr. Aoi took the stage and talked about “The future of after-school day care services in light of the FY2020 law revisions and
compensation revisions – What are good and bad day services? We held an online seminar titled “. I will report on the day’s progress.

* ▼Background*
As of 2020, approximately 300,000 people attend after-school day care facilities, and nearly 20,000 businesses have opened. However, amid this increase, there are quite a few workplaces that do not provide appropriate developmental support according to individual
circumstances.
In light of this situation, in April 2020, remuneration for disability welfare services, etc. was revised, and the roles required of after-school and other day services were clarified.
We held this seminar to learn about what has changed with the revision, as well as tips and important points when choosing an after-school day service.
We invited Mr. Aoi Matamura of the National Federation of Hands-on Training Associations, who is knowledgeable about welfare systems for people with disabilities, to the seminar.

* ▼Status of the day*
* 1. What has changed in after-school day services since April 2020* Mr. Matamura explained the basic direction of the review of systems such as disability welfare services in April 2021.
Regarding after-school day services, how to respond to changes in social conditions has become a very important theme. Specifically, the two main pillars are “ensuring quality” and “guaranteeing employment for parents (in an era when both parents are working)”. In addition, while deciphering documents presented by the government on the points of remuneration revisions related to after-school and other day care services, he provided an in-depth explanation of the social background and the impact of the revisions.

* 2. Functions and roles required of after-school day services * In the first place, after-school day services are based on the basic philosophy of “guaranteeing the best interests of children with disabilities,” “emphasizing family support,” and “promoting inclusion,” as established by each review committee. It is as follows.
Then, it is important that we support children so that they can demonstrate their individuality while increasing their self-confidence and respecting diversity.
The roles that will be required in the future include support that should be particularly focused on, covering all five areas
(“health/life,” “motor/sensory,” “cognitive/behavioral,”
“language/communication,” and “human relations/social skills.”) It was clearly stated that the content was organized.

* 3. Good broadcasting day? Bad broadcast day? *
Whether parents feel it is “good” or “bad” in a subjective sense depends on what parents expect from after-school day services, but please focus on the following points. Ta.

・Whether support covering the five areas is being realized, including establishments that provide only learning support and only sports. ・With regard to employment support for parents, is there a balance with child development support, given that the number of days used tends to increase?
– Regarding family support, are efforts being made to allow parents to come together and study together, or to bring good support from the workplace back home?
・With regard to future independence support, with an eye on what will happen when the person becomes 18 years old or older, we will not only provide support at self-help centers, but also services other than day care (such as enjoying hobbies using transportation support), and support at home. Can you suggest support for being able to stay at home?

*4.Q&A*
Although time was limited, nearly 200 questions submitted in advance by people from various positions were answered from an expert perspective.

* ▼Voices from participants*
・It was my first time participating, but it was very easy to understand and I learned a lot.
・I didn’t know much about Hodai’s rewards and rules, so I’m glad I learned about it.
・You explained complex topics in a very easy-to-understand manner, which made it easy for me to understand. For children with
disabilities, I believe that the difference in information is the difference in their lives.
・We were in the process of thinking about broadcasting, and were waiting for an introduction from the consultant, but when it came time to visit, I wanted to make a decision based on what I had heard. ・I was confused by the change in broadcast time from April, but I was able to understand the purpose.
・As I am currently a little far from the site, this was a good opportunity to learn about the current situation.
・I attended the lecture as a service provider, and found the content to be very helpful. I understand the meaning of this legal amendment, and I will utilize it in my workplace operations.
