* ◆ General review *
* ・Although approximately 90% of local governments have identified related population creation as a measure, progress has not been made in quantifying or visualizing it*
In response to a question asking whether “creation and expansion of related population” is specified in the comprehensive policy, comprehensive strategy for revitalizing people, towns, and jobs, etc., local governments responded that they “specify measures and set numerical targets.” However, 54.9% of local governments answered that they did not have a target, but 32.7% of them answered that they had clearly specified measures, resulting in approximately 90% of local governments citing “creation and expansion of related population” as a measure item.
On the other hand, when asked whether local governments knew the number of people involved, 78.5% of local governments answered “I don’t know,” making it clear that quantification and visualization are not progressing. became.
* ・Only about 60% of local governments have already collaborated with related organizations to create a relevant population*
When asked whether they collaborate with local organizations other than local governments (NPOs, local trading companies, public corporations, etc.) for the purpose of creating and expanding the related population, 51.2% of local governments answered that they collaborate with local organizations. Only 8.8% of local governments responded that they collaborate with organizations outside the region, and only about 60% of local governments have already collaborated with external organizations within and outside the region.
* – Approximately 40% of local governments have not been able to implement specific initiatives to create a relevant population * For all survey items related to efforts to create and expand the related population, 39.7% of local governments responded that they were “not making efforts” or were “considering,” and approximately 40% of local governments had no specific plans to create or expand the related population. The result was that the initiatives were not implemented.
* ◆ Ranking results*
1st place Okinoshima Town, Shimane Prefecture | okinoshima
Areas that are advanced in regional revitalization, such as high school attractive education, are also ahead of the curve in related population areas. Of the survey items, respondents responded that they were “working on it” except for one question. In addition, we have a registration system that allows us to understand the population involved, and we were able to take the No. 1 spot for this initiative that could serve as a model.
2nd place Kitakita City, Akita Prefecture | kitakita
Nursery school study abroad (R) (nursery school),
They answered that they are working on dual school (elementary school), promotion of side jobs/concurrent jobs, and support for business continuity/business succession. The city is attracting attention as it strives to create and expand its population, taking advantage of its easy access from Haneda Airport to the city center in about 90 minutes via Odate-Noshiro Airport.
3rd place Hida City, Gifu Prefecture | hida
Earn points evenly across all survey items except for side job/side job initiatives. We also have an understanding of the relevant population, with 51-70% of Hida City’s current population having ties to Hida City. The project he would like to work on in the future is “promoting side jobs and part-time jobs,” and he will likely increase the number of people involved through all-around efforts.

* [Background and purpose] *
Our company, whose mission is to “mix urban and rural areas,” views “creating a related population” as an impact, and aims to “create a related population of 20 million people” by 2050. To date, we have collaborated with more than 80 local governments across the country to create a related population through direct sales support for producers and local product promotion support.
In April 2024, we entered into a capital and business alliance with Cocohole Japan, and together we are operating the “Related Population Research Laboratory”*1. This laboratory is an organization that was established to clarify the process of creating a related population through online purchasing of primary products, while utilizing the know-how cultivated by our company through the operation of the direct-from-the-farm e-commerce site “Pocket Marche.” Up until now, we have conducted a survey targeting both consumers and producers regarding the creation of a related population through the
direct-from-farm app “Pocket Marche”.
With the aim of accelerating the creation of a related population, we have conducted an independent survey of 1,718 local governments and special wards nationwide, and based on the survey results, we have identified the local governments that are currently the easiest to interact with. We are pleased to announce the Town Ranking 2024. By clarifying the current situation in creating a relevant population and at the same time disclosing advanced examples from top-ranked local governments, our policy is to leverage the knowledge of our local government collaboration projects and expand the project horizontally to local governments across the country.
Our company will continue to contribute to the revitalization and sustainability of regions throughout Japan that have attractive nature, history, and culture by promoting the creation of a “relevant population” that is diversely involved with the region.
