We will introduce the latest initiatives and examples of the use of AR/VR technology regarding “experiential disaster prevention training”, which is the key to increasing participants and improving disaster prevention awareness. *
AR Disaster Prevention General Incorporated Association (Shinjuku-ku, Tokyo, hereinafter referred to as
AR Disaster Prevention) uses AR/VR technology to support disaster prevention education and awareness activities, with the theme of “Making disaster prevention real, disaster prevention everyday.” An online seminar will be held on Tuesday, September 17, 2024, for disaster prevention personnel at local governments, companies, etc., as well as media personnel. On the day of the event, we welcomed Mr. Andoris, an outdoor disaster prevention guide who uses his experiences in the Great Hanshin Earthquake and his outdoor knowledge to give lectures all over the country.He will help solve the problem of disaster prevention drills that are not attracting more participants, and have fun while doing so. We will introduce the latest examples and efforts to change the disaster prevention behavior of participants.

■Low participation rate in disaster prevention drills is due to a rut in disaster prevention drills
The importance of disaster prevention in Japan is increasing as we respond to climate change-related disasters that have occurred frequently in recent years, such as typhoons and heavy rains, as well as disasters such as the Nankai Trough and earthquakes directly beneath the Tokyo metropolitan area. However, as many as 73.6% of people have never participated in a local disaster prevention drill (according to 2023 Japanese Red Cross Research), and only 37% of employees have participated in company disaster prevention drills (TSP Taiyo Co., Ltd.) , 2023).
With AR disaster prevention, we introduced the first disaster prevention app using AR in disaster prevention drills in 2016, and since then it has been used in over 1,500 disaster prevention drills in 47 prefectures. Although it is used in a variety of situations, including local governments, companies, schools, fire departments, and commercial facilities, disaster prevention personnel share common concerns such as “few participants,” “no young people coming,” and “no sense of reality.” I was facing challenges and was worried about getting stuck in a rut with disaster prevention training. Many disaster prevention personnel also feel that it is difficult to plan training content that increases participants’ disaster prevention awareness and changes their behavior.
Furthermore, in a company’s BCP measures, it is important to ensure the safety of employees’ families so that they can work on business continuity with peace of mind in the event of a disaster. From now on, disaster prevention training will be required not only for employees but also for their families.
■“Experience” is the key to increasing the number of participants, raising disaster prevention awareness, and leading to behavior change
In order to break out of the rut and create disaster prevention training that makes people want to participate, the key is to allow participants to experience what they would do in the event of a disaster and what life would be like after evacuation. In this seminar, we will introduce the latest examples of AR/VR technology and outdoor disaster prevention and their effects, and explain tips for thinking about plans that will increase the number of participants in disaster prevention training and change the disaster prevention behavior of participants.

Research shows that only about 20% of rescues in the Great
Hanshin-Awaji Earthquake were carried out by rescue teams, which provided public assistance. Disaster prevention drills play a very important role in preparing for “self-help/mutual assistance,” but there are still very few people who take disaster prevention into their own hands.

Born in Kodaira City, Tokyo in 1978. At the time of the Great Hanshin-Awaji Earthquake, he was a first-year high school student at the time, but volunteered on his own during spring break. They stayed in Nishinomiya City, Hyogo Prefecture for a week, and experienced things like running a soup kitchen and removing temporary baths. Inspired by his older brother, Tomoki, who started developing disaster prevention apps in the wake of the Great East Japan Earthquake, he became even more interested in disaster prevention and obtained a qualification as a disaster prevention specialist. In 2020, he started a business to popularize a system that allows users to experience simulated disasters using AR/VR, and became the representative director of AR Disaster Prevention.
