We have started providing support to the Cambodian government and Japanese companies through the Overseas Industrial Human Resources Development Association) and AMEICC (Japan-ASEAN Economic and Industrial Cooperation Committee).
The Japanese government has been actively supporting infrastructure development in Cambodia through ODA, and the infrastructure
environment for attracting investment has improved significantly in recent years. Cambodia has amended its investment law and the government has started promoting various tax incentives to encourage foreign investment. In particular, at the Japan-Cambodia summit meeting in December 2023, Prime Minister Hun Manet requested Prime Minister Kishida to support the “special economic zone concept exclusively for Japanese companies”, indicating strong expectations for Japanese companies’ investment. Based on the above opportunity, AMEICC will analyze the current state of investment by Japanese companies in Cambodia and formulate a strategy for expanding investment, disseminate the information in cooperation with the public-private joint conference, and promote the strategy in cooperation with the Cambodian government. We plan to expand Japan’s business in the Mekong region by increasing investment by Japanese companies from Thailand and other countries into Cambodia, thereby strengthening Japan-Cambodia economic relations and deepening Japan-Cambodia cooperation.
ADL, in collaboration with AOTS and AMEICC, will support the following activities in order to attract more Japanese companies to Cambodia and formulate policy recommendations necessary for attracting them. – Clarification of “life-sized Cambodia” through comparison with surrounding countries
– Identification of points that need to be further improved from the life-sized Cambodia to promote the attraction of Japanese companies – Formulation of an action plan and roadmap for attracting Japanese companies – Identification of promising industries that are particularly likely to attract – Proposal and discussion of the above study results to Cambodian government officials
