* ■Approximately half of local governments are worried about data utilization* The Basic Act on the Promotion of Public-Private Data Utilization requires national and local governments to plan and formulate measures for the utilization of public-private data and to engage in open data initiatives. However, the current situation is that many local governments are not making sufficient use of existing data.
According to the Cabinet Secretariat’s Information and Communication Technology (IT) General Strategy Office’s “Survey Results on Open Data Initiatives for Local Governments” (*1) announced in June 2021, 50.6% of local governments have open data. It shows that you don’t have a clear understanding of the effects and benefits of data. More than half of local governments are not making progress in utilizing the data they currently have because it is unclear how they should utilize it.
Furthermore, 55.4% of local governments lack resources in charge of open data, and a further 25.7% of local governments cited the lack of staff with knowledge about open data as an issue that should be resolved as a priority. From these survey results, it can be inferred that even in local governments that want to advance the use of data, concrete initiatives are not progressing due to a lack of the necessary human resources. The above results indicate that although it has become mandatory, there are only a limited number of local governments that are actually using data effectively.
