* ■Background of this project*
As the shortage of human resources due to Japan’s declining and aging population is becoming more and more serious day by day, more and more companies are considering hiring foreign human resources as a solution. In the case of Mie Prefecture, as of the end of October 2023, there were 33,753 foreign workers, an increase of 2,475 from the previous year, the highest number ever.
In this way, while the number of cases in which companies are actively considering and actually hiring foreign personnel is increasing, there are many companies that have no experience in hiring foreign personnel and are unable to take the first step due to issues such as a lack of know-how.
Based on the above background, Mie Prefecture will implement this project to enable nursing care facilities within the prefecture to consider accepting and hiring foreign personnel, especially in the field of nursing care, which is suffering from a serious shortage of human resources.

Workforce has been entrusted with the work of the Ministry of Health, Labor and Welfare’s “Regional Foreign Human Resources Acceptance and Retention Model Project,” which was commissioned by Persol Career, a group company, to demonstrate the retention of foreign human resources in the workplace and region. We have supported the matching of 500 foreign human resources in the nursing care field with companies (as of March 2024). By leveraging our past know-how, we will firmly support nursing care providers in the prefecture who are considering hiring new foreign personnel, and contribute to resolving the shortage of nursing care personnel in Mie Prefecture.

* (1) Holding a briefing session regarding acceptance of foreigners * We will hold an information session regarding the acceptance of foreigners for nursing care facilities in the prefecture. At the briefing session, we plan to explain the current situation surrounding securing caregiving personnel, the background behind the need to accept foreign personnel, as well as the system for accepting specific skills (technical intern training (training employment), EPA, differences with international students), etc. We will also provide easy-to-understand information about costs, procedures, etc. that may be of interest to those who are considering accepting a student for the first time.
* (2) Holding a roundtable discussion regarding acceptance of foreigners* We will introduce case studies of the acceptance of foreign personnel at nursing care facilities in the prefecture, and hold a roundtable discussion where opinions can be exchanged about accepting foreign nursing personnel.
* (3) Production of leaflets regarding acceptance of foreign personnel* We will produce a leaflet containing the necessary information to understand the system related to accepting foreign personnel. This leaflet will be published on the Mie Prefecture website and will be distributed at future human resources initiatives and events hosted by Mie Prefecture.
