Against the backdrop of Japan’s declining and aging population, the total number of vacant homes nationwide has reached an all-time high of approximately 9 million (*1), or 13.8% of the total housing stock. It has approximately doubled in the 30 years from 1993 to 2023. Of these, the number of “vacant houses, excluding those for rental, sale, and secondary housing” will be 3.85 million in 2023, which is 370,000 and continues to increase compared to 3.49 million in 2018. Vacant houses that are not properly managed are having a serious impact on the living environment of local residents from the perspectives of disaster prevention, hygiene, landscape, etc., and countermeasures against vacant houses have become a national issue.

What this collaboration will achieve
Vacant houses are broadly classified into four types: “housing for rent,” “housing for sale,” “secondary housing,” and “vacant houses that do not fall under any of these categories.” Among these types, there is a possibility that people will live in houses for rent and houses for sale in the future, but houses that are classified as “vacant houses that do not fall under any of these categories” are those that cannot find a home due to inheritance or other reasons. There is a high possibility that it will be left unattended. In response to this situation, our company collaborated with Labo Tama of the Resona Group to investigate and verify the actual situation of vacant houses in Sakado City and Tokorozawa City (*2), Saitama Prefecture, and created the rental space matching platform
“instabase”. ”, we support the utilization of vacant houses in Saitama Prefecture. At the same time, we will work with local housing complexes and apartment complexes (municipally managed) to open up unused meeting halls and other spaces as rental spaces, thereby promoting the revitalization of the community of surrounding residents.

Selected for the Ministry of Land, Infrastructure, Transport and Tourism’s “Model Project for Measures against Vacant Houses” The efforts in this collaboration were adopted by the Ministry of Land, Infrastructure, Transport and Tourism as the “Model Project for Measures against Vacant Houses” (*3) in 2026.
We aim to use the knowledge gained through this initiative and the business model we have built to expand nationwide as a measure to combat vacant homes.
Going forward, we will continue to reduce the number of vacant houses by utilizing the ever-increasing number of vacant houses, create communities by bringing people together, and contribute to the promotion of regional revitalization.
*3: A project in which the government directly supports initiatives related to the utilization of vacant houses that are highly model-like through the ingenuity of NPOs and private businesses, and aims to spread the results nationwide.
