What is “proxy donation”?

In response to the 2016 Kumamoto Earthquake, we launched the first “proxy donation'' system in Japan, in which local governments outside of the disaster-stricken areas handle donation acceptance on behalf of others. By reducing the administrative burden on disaster-stricken local governments, they can focus on disaster response and collect donations at a time when people are most interested. More than 100 local governments have cooperated so far, and “mutual assistance” among local governments is expanding.

What is “Furusato Choice Disaster Support”?

Service started in September 2014. A system that uses hometown tax payments to collect donations for the recovery and reconstruction of disaster-stricken municipalities in the event of a disaster. The platform is provided free of charge to local governments across the country, regardless of whether they have a contract or not. Local governments can report on the disaster situation and examples of how donations are being used on the website. Donors can send messages of support along with their donations to disaster-stricken areas. Approximately 1.9 billion yen was collected for the 2016 Kumamoto earthquake, approximately 1.6 billion yen for the July 2018 heavy rains, and approximately 470 million yen for the 2018 Hokkaido Eastern Iburi earthquake. The total amount of donations has exceeded 10 billion yen (as of April 2024).

Additionally, we have created a system for “proxy donation,'' in which local governments other than the areas affected by the Kumamoto Earthquake handle donation reception on their behalf. Local governments affected by the disaster will be able to reduce their operational burden and free up personnel to ensure the safety of residents.
