Since then, we have worked to promote the circular economy in collaboration with businesses inside and outside the city, such as the “Circular City Gamagori Challenge Festival” and the “Circular City Gamagori Demonstration Project.” While many practices have already emerged over the past three years, how can local governments quantitatively understand the progress and results of circular economy policies and determine policy priorities based on objective data? This is an issue. Therefore, as one of the reference indicators for this purpose, we conducted an analysis of circular employment through the Shinto Tsushin Co., Ltd. CIRCULAR DESIGN STUDIO. team in collaboration with Harch and Circle Economy. Main considerations 1. The circular employment rate in Gamagori City is 1.7% Through this analysis, the circular employment rate in Gamagori City was calculated to be 1.7% (direct circular employment: 1.1%, indirect circular employment: 0.6%). The analysis identifies the number of cyclical employment and cyclical employment rates by industry. The service industry had the highest number of cyclical employment, followed by the
retail/wholesale industry, and the real estate/goods rental industry. Additionally, the utility industry (electricity, gas, heat supply, and water industry) had the highest rate of cyclical employment, followed by the construction industry and the service industry. 2. The medical/welfare, accommodation/food, and transportation industries have great potential for growth in circular employment Industries with a low cyclical employment rate despite having a large number of employees within a municipality can be identified as industries with large potential for cyclical employment growth. In this analysis, four industries, medical and welfare, accommodation and food, and transportation, were identified as industries with particularly large potential for growth from the perspective of creating circular employment. 3. The key is circular education, incentives for creating circular employment, transformation of the service and manufacturing industries, and improvement of indirect circular employment. Policy priorities for further promotion of a circular economy in Gamagori City include investments in circular education and reskilling, provision of policy incentives for vocational training programs to create circular jobs in industries with particularly high growth potential, and employment in particular. Efforts were made to expand cyclical employment in the service and manufacturing industries, where there are large numbers of people, and to expand indirect cyclical employment. For the future Based on the results of this analysis, Gamagori City will use them as an indicator to measure the degree of progress and transition to a circular economy, which has been difficult to measure, and as a reference when implementing measures. In addition, in creating this dashboard, we actively utilize open data such as the census and statistical data held by cities, so we believe that it will be useful for local governments across the country.
