increasingly concerned about the 2024 Logistics Problem due to the shortage of truck drivers, and pallets are attracting attention as a tool that can help solve this problem. Please also see here for more information on Palette Day. Japan Pallet Association (
https://www.jpa-pallet.or.jp/ ) The relationship between the increase in transportation using rental pallets and the “Logistics 2024 Problem” Transportation using rental pallets provided by JPR is increasing. Since April 2024, when a cap was set on truck drivers’ working hours, the number of JPR rental pallets used for transporting goods has increased by approximately 6%, or approximately 3,392,000, compared to the previous year. (Comparison between April-September 2024 and the same period last year) According to JPR’s estimates, this means that the time taken by truck drivers to load and unload cargo has been reduced by up to approximately 270,000 hours. In the logistics industry, there is an urgent need to take measures to address the 2024 logistics problem, which is caused by a shortage of truck drivers. An increasing number of companies are considering using rental pallets for transportation, as it helps reduce the long working hours of truck drivers.

(1) Transportation trends using rental pallets from April to September 2024

Note 1: Number of pallets shipped by rental pallet users to wholesale/retail industry centers (joint collection bases) where JPR collectively collects used empty pallets. Note 2: Number of pallets shipped between users, excluding joint collection points Note 3: Figures in Notes 1 and 2 are calculated considering the number of items transported using rental pallets. The figures in Notes 1 and 2 are determined by receipts and payments between rental pallet users (issuance and receipt of electronic pallet slips). (2) Effect of shortening driver cargo handling work using rental pallets

According to the results, by switching from hand loading to pallets, the time it takes to load and unload goods is reduced by 289 seconds, from 384 seconds to 95 seconds per pallet. Multiplying this by the approximately 3,392,000 pallets that will be used for transportation, which has increased since 2024, yields a theoretical value of approximately 272,000 hours of cargo handling time for truck drivers. 4). Approx. 3,391,000 sheets x 289 seconds = Approx. 272,000 hours Note 4: In reality, in addition to switching from hand cargo handling to pallet transport, there is also an increase in the number of sheets used by users who already use pallet transport, and a switch from in-house pallets to rental pallets (which only has the effect of shortening unloading time). Since this includes a variety of cases such as (often), the theoretical value of the effect is based on the assumption that all cases are hand cargo operations. (3) Relationship with policy for “Logistics 2024 Problem” The Pallet Standardization Promotion Subcommittee of the government-established Public-Private Logistics Standardization Council has indicated in its “Final Summary” the direction of promoting pallet transportation by sharing standard pallets through a rental system by utilizing standard pallets. In addition, in relation to the “Act on Promotion of Integration and Efficiency of Distribution Businesses and the Act on Partial Amendment of the Motor Vehicle Transportation Business Act” (Revised Act on Goods Effects), which was promulgated on May 15, 2024. One specific measure is the introduction of pallet transportation. (4) Latest trends and outlook As there is an urgent need to respond to the 2024 logistics problem, an increasing number of shipper companies are considering the introduction of rental pallets. On the other hand, actual implementation may require capital investment such as updating warehouse equipment, so it generally takes several months to a year. JPR predicts that the use of rental pallets will increase over the next few years.
