Fujifilm System Service Co., Ltd. (Headquarters: Shinjuku-ku, Tokyo, President and CEO: Amane Inoue) will introduce a trial version *1 of its “cashless billing service” to Futaba Town, Fukushima Prefecture from December 1st. “Cashless mail request service” is a service that allows you to pay cashless fees when requesting various certificates such as a copy of your residence card or family register certificate by mail.
If a resident who does not have a My Number card would like to obtain a certificate, or if a corporation, judicial scrivener, or
administrative scrivener would like to obtain a third party’s certificate, the request should be made at the local government office or by mail. When requesting by mail (mail request), it is necessary to purchase a fixed-amount money order*2 for the fee in advance and mail it along with the necessary documents to the target local government, which is costly and time-consuming for the requester. Local
governments are also responsible for managing fixed-amount money orders and responding to calls when there is a discrepancy in fees. Therefore, we have created a system that allows for cashless payment of fees and postal billing without the need for fixed-amount money orders. We started offering a trial version of this service in October of this year as a “cashless mail-in billing service.” Futaba Town, Fukushima Prefecture is a municipality where approximately 95%*3 of the town’s residents have evacuated outside the town due to the effects of the Great East Japan Earthquake and the nuclear power plant accident. It is difficult to go to the town hall to obtain a certificate, and more than 90% of certificates are issued by mail. By using this “cashless mail request service,” Futaba Town, Fukushima Prefecture, will reduce the cost and effort of those requesting fixed-amount money orders, as well as reduce the man-hours of local government staff. Fujifilm System Services will continue to contribute to the DX of local government operations by leveraging the knowledge and know-how on improving the efficiency of local government operations, which we have acquired through the provision of
comprehensive family register systems and outsourcing services for family register and resident-related operations*4. .
