NTT East Japan Corporation – Minami Kanto Tokyo East Branch (Branch Manager: Naoko Hatanaka, hereinafter referred to as “NTT East Minami Kanto Tokyo East Branch”) will hold the Edogawa Fireworks Festival at the 49th Edogawa Fireworks Festival (August 24, 2024). In
collaboration with the executive committee, we captured images of crowd conditions in real time and distributed them to management personnel in order to guide visitors safely and alleviate congestion. This was the first time that a safety management initiative using real-time video was attempted at the Edogawa Fireworks Festival. 1. Purpose of implementation
The Edogawa Fireworks Festival, which attracts many visitors every year, is being operated with consideration given to reducing crowding and the safety of visitors. In order to operate the event more safely, NTT East South Kanto Tokyo East Branch collaborates with the Edogawa Ward Fireworks Festival Executive Committee to take photos of important transportation points to the venue, distribute them to the tournament headquarters where the people involved, and provide real-time information. We aim to utilize this information for quick and flexible security operations by understanding congestion conditions. We also plan to obtain data on the flow of people and use it as background data for formulating next year’s tournament management plan.
2. Implementation overview

(1) Event name: 49th Edogawa Fireworks Festival (Total number of fireworks: approx. 14,000)
(2) Date and time Saturday, August 24, 2024 (shooting time 15:00-21:30) (3) Location: Edogawa riverbed (Beyond Tokyo Metropolitan Shinozaki Park) and its surroundings
(4) Number of visitors: 30,000 (limited to the number of visitors in sponsored seats and paid seats)
(5) Implementation details
・Video distribution using gigaraku cameras, Starlink*2 has been introduced for the network in consideration of LTE*1 congestion *Video is acquired at 12 taxiway points connecting the 3 stations around the venue and the venue to understand the congestion situation in real time.
・Obtain GPS data for the tournament venue and the taxiways around the venue (40 routes in total) and visualize the congestion situation *GPS data from the previous and two previous events was acquired and used to formulate security plans for this year’s tournament. In addition, the data on the number of people at this event will be utilized in formulating next year’s security plan.
3. Results
・By sharing real-time information on congestion status with the operation headquarters and security-related organizations, you can check reports from the field on video while staying at the
headquarters, leading to quick and accurate situational understanding and judgment, and improving attendance. We were able to carry out security guidance that ensured the safety of people.
・Based on the crowd flow data from the previous and two previous conventions, we used a concrete security simulation to formulate a security plan that will ensure the safety of visitors from a multifaceted perspective.

4. Future initiatives
