*We report on the current state of Japan’s military cooperation and the opinions of local civil society regarding it, and dig deeper into the issues, starting with the case of the Philippines, where the Inter-Services Facilitation Agreement (RAA) has been concluded and a “quasi-alliance” with Japan is progressing. The “Three Security Documents” advocate the “strategic use of international cooperation,” and the “non-military principle” of foreign aid has undergone a major shift, with the start of “Office Security Capacity Strengthening Assistance (OSA),” which provides arms assistance to developing countries. It was done. This year, the second year, the target countries have been expanded to include the Philippines, Indonesia, Vietnam, Djibouti, and Mongolia, and military cooperation with China in mind is progressing at a rapid pace.
Of particular note is the Philippines, which is the recipient of support for the second year in a row. So far, we have provided almost a full menu of military services, including the provision of used equipment to the Self-Defense Forces (MSDF trainer aircraft), capacity building support (training), support for patrol vessels through ODA, civil arms exports (warning and control radar), and radar support through OSA. We have provided assistance.
In July of this year, the Self-Defense Forces and the Philippine military signed the Inter-Services Facilitation Agreement (RAA) to facilitate mutual exchanges, and the media all at once reported that the two countries had become a “quasi-alliance.” In terms of dealing with China, patrol ships that Japan provided to the Philippines through ODA are being deployed to the front lines of territorial disputes in the South China Sea.
I believe that such military cooperation is increasing military tensions in Asia and increasing the risk of war. In response to the RAA, a Philippine civil society organization issued a statement saying, “It will provoke China and lead to further conflict between the Philippines and China.We oppose such military intervention between Japan and the United States in the Philippines.”
In this briefing session, we will report on the current state of Japan’s military cooperation and the voices of local civil society regarding it, based on the case of the Philippines, and delve into the problems.
