Companies’ awareness of the “Logistics 2024 problem” ahead of cap regulation “Work style reform-related laws” (*1) are being gradually
implemented, including “regulation of upper limits on overtime work” and “obligation to take annual paid leave.” Starting from April of this year, caps on overtime work for car drivers, construction workers, doctors, etc. will begin to be regulated. This bill aims to realize a society where workers can choose diverse and flexible work styles, but in particular, it will limit overtime work for truck drivers to 960 hours, reducing the amount of cargo that can be carried, and There are concerns about various impacts, including a decline in sales and profits. In response to these realities, we conducted an awareness survey regarding the “Logistics 2024 Problem” among 582 Timey registered businesses (logistics industry). We investigated how each business operator views and responds to this problem, which is expected to have a significant impact on businesses other than those in the
transportation and logistics industry.

Fact-finding survey topics
Approximately 97% of businesses that have introduced Timey have responded to the “Logistics 2024 Problem.” However, only 13.9% of companies have “already completed their response,” and it became clear that more than one in three logistics companies (34.9%) have no plans to respond. .
There were differences in the response status to the “Logistics 2024 Problem” depending on company size. As the size of the company increases, the number of respondents who answered “I think it is sufficient” decreases, and the highest number of companies with fewer than 10 employees (18.6%), small companies (10.3%), and medium-sized companies answered “I think it is insufficient”. (6.0%), but it increased among large companies. The response status was easier to see for companies with fewer employees, and there was a tendency for companies with more employees to not have completed their response. A comparison of “companies that have achieved certain results” and “companies that have not achieved results” in response to the “Logistics 2024 Problem” revealed that the use of “spot workers” was significantly affected by division of work, separation of cargo handling, and personnel costs. There was a significant difference of more than 10 points in variable costs for each. In addition, some people say that they have achieved specific results by using spot workers, such as “reducing driver waiting time by 10 hours a month.” Regarding the frequency and number of recruitments in the use of spot workers since April, there has been a tendency for companies that have achieved results in responding to the “Logistics 2024 Problem” to increase both frequency and number of recruitments.
When we asked companies looking to hire what services they had used for long-term employment in the past year, “Pouring spot workers who came in at a timely basis (40.3%)” came in third place. Therefore, spot work appears to be one of the recruitment methods.

Survey results details
Responding to the “Logistics 2024 Problem” by businesses that have introduced Timey; 1 in 3 logistics companies has no prospect of completing it.
Approximately 97% of businesses that have introduced Timey have responded to the 2024 Logistics Problem. However, only 13.9% of companies have “already taken action,” and nearly 20% of companies say they have “no plans yet to take action,” as the system is about to be introduced.

Although the degree of response in the logistics industry, which is directly affected, is greater than in other industries, 34.9% of companies answered that they are “currently responding, but there is no end in sight to completing it,” in fact more than one in three companies. It has become clear that many logistics companies are currently in a situation where there is no prospect of responding even as the regulations are about to start.

Businesses that have adopted Timey are polarized in their response to the 2024 logistics problem, with differences depending on company size.
The majority (52.6%) answered that the response to the “2024 Logistics Problem” was “sufficient,” indicating polarization. Looking at the results by company size, the number of respondents who answered “I think it is sufficient” decreases as the size of the company increases, and the number of respondents who answered “I think it is insufficient” was highest in companies with fewer than 10 employees (18.6%), compared with small companies. It decreased for enterprises (10.3%) and medium enterprises (6.0%), but for large enterprises it increased again to 13.3%. It seems that companies with fewer employees are more likely to be able to see the response status, while companies with many people involved tend to not have completed their response.

When asked about the results of the “Logistics 2024 Problem” from shippers, logistics companies, manufacturers with their own delivery networks, and other businesses (receiving and warehousing), they answered, “Some results have been achieved.” More than a quarter (26.4%) of all businesses answered “Yes.”

Therefore, when we compared “companies that have achieved certain results” and “companies that have not achieved results” in dealing with the “Logistics 2024 Problem,” we found that they have a lot of problems in separating tasks, separating cargo handling, and using “spot workers.” A significant difference of more than 10 points was observed in the conversion of personnel costs into variable costs.

This survey found that more than 30% of logistics businesses have no prospect of responding to the “Logistics 2024 problem,” and that companies that have achieved a certain level of success in responding to the logistics problem are facing problems such as separation of cargo handling. It became clear that work utilization was active. In addition to this survey, in preparation for the “Logistics 2024 Problem,” there are businesses that have been recruiting drivers for long-term employment purposes and have succeeded in hiring multiple drivers, as well as businesses that are promoting the use of cargo handling separation and increasing the number of overtime workers compared to last year.
