Kobe City announces the status of efforts to deal with vacant buildings and vacant land that are not properly managed in 2023

Vacant houses and vacant land that are not properly managed have a serious impact on the living environment of local residents, including disaster prevention, crime prevention, hygiene, and landscape. In light of this, the city has adopted the 2016 Act on Special Measures for the Promotion of Measures against Vacant Houses, etc. (hereinafter referred to as the “Law”) and the “Kobe City Ordinance on the Promotion of Measures against Vacant Houses and Vacant Lands” (hereinafter referred to as the “Ordinance”). Since fiscal year 2017, we have been working on requests for improvement and guidance for vacant houses and vacant lots that are not being managed properly. We have compiled a summary of the status of our initiatives for fiscal 2023 and are publishing them.
* 1. Initiatives for improvement guidance, etc. in 2023*
For vacant houses and vacant land that are not properly managed and require improvement, we request that the owners, etc., make voluntary improvements.
*If improvements are not made, we will provide guidance,
recommendations, orders, and public announcements based on laws and ordinances, depending on the degree of negative impact on the surrounding area, and request improvements.
In addition, the city may take demolition and removal or take emergency risk avoidance measures on behalf of the city.

A case in which the city carried out demolition and removal on behalf of the owner, etc. (execution on behalf of the owner) because there was an imminent danger to life, body, or property and the property could not be left unattended.
* (3) Subsidy for demolishing dilapidated vacant buildings*
In order to prevent negative impacts on the living environment and promote healthy and comfortable urban development,
We subsidized the cost of demolition of vacant houses that have little prospect of being used and are rotten or damaged.

〇Active use of the property management system by a special team to deal with vacant houses, including lawyers

The law has been amended to specify that the mayor can apply for the appointment of a property manager. A special team of nine people, including lawyers, will be established within the Building and Housing Bureau to utilize this property management system (*) based on their specialized legal knowledge. The special team deals with “dangerous vacant houses” that have not been improved due to reasons such as the owner’s illness or the abandonment of inheritance by all heirs, and “unknown owners” where there is no hope that the condition will improve because the owner is unknown or absent. By intensively utilizing the property management system, we will promote the early improvement of dangerous vacant houses and vacant houses whose owners are unknown. (Newly established on April 1, 2024)
