Ishikari City, Hokkaido (Location: Ishikari City, Hokkaido, Mayor: Tatsuyuki Kato) and Tokyu Land Corporation (Head Office Location: Shibuya-ku, Tokyo, President and Representative Director: Hiroaki Hoshino, hereinafter “Tokyu Land”) have announced that they will We would like to inform you that we have concluded the “Agreement on Sustainable Urban Development” (hereinafter referred to as the “Agreement”) on March 25, 2024. Relatedly, as a first step for collaboration between the two parties through the use of renewable energy, an on-site PPA* project will be launched using the “Reiwa 6 Regional Decarbonization Transition and Renewable Energy Promotion Subsidy” (unofficial announcement dated April 2, 2024). (1) Background and purpose of the conclusion
Ishikari City is the first municipality to be selected as a
“decarbonization-leading region*1” by the Ministry of the Environment in order to achieve carbon neutrality in 2050. We are working to expand its introduction. In the future, Ishikari City and Tokyu Land Corporation will develop various businesses in the 100% renewable energy supply area (hereinafter referred to as the “RE Zone”) within the Ishikari Bay New Port area, where industrial agglomeration centered on data centers is accelerating within the city. We will work together to formulate a plan for the introduction, and work together to realize Ishikari City as a decarbonized region and a zero carbon city, and to continue developing the city.

(2) Contents of mutual cooperation
・Consideration and implementation of various projects aimed at realizing Ishikari City’s goal of becoming a decarbonized region*2 ・Introduction of solar power generation business centered on RE zone and consideration of utilization of renewable energy electricity, non-fossil value, etc.
・Joint study of specific power transmission and distribution, etc. centered on the RE zone (including the use of wind power plants and storage batteries, etc., invested and owned by Tokyu Land)
・Consideration of building energy management functions and area management for urban development using renewable energy
・Joint study of non-fossil value handling business, electricity wholesale business, electricity retail business,
transportation-related business, etc. to be considered in the regional energy platform project promoted by Ishikari City
・Consideration and establishment of a joint venture in which both parties plan to participate
・Providing business advice on general urban development aimed at realizing decarbonized regions and zero carbon cities and their continued development thereafter.
・Other matters agreed upon by both parties
*2 Ishikari City’s leading decarbonization region: In order to ensure regional decarbonization, we will develop renewable energy in the Ishikari Bay New Port area, the largest industrial space in Hokkaido, based on the city’s largest renewable energy potential in Japan. By realizing regional supply, we will gradually expand the supply area to include public facilities outside the area while ensuring business feasibility.
■Future business development through collaboration between the two parties As a first step toward collaboration between the two parties through the use of renewable energy, we are working to promote an on-site PPA project that utilizes regional decarbonization transition and renewable energy promotion grants. The on-site PPA project will install two solar power plants in the RE zone through an indirect grant from Ishikari City to a renewable energy business company invested by Tokyu Land Corporation after receiving an unofficial notice in April 2024. We plan to directly supply renewable energy electricity via private lines to data centers within the RE Zone, which will be key to attracting industry and businesses in the future. This on-site PPA project not only makes maximum use of local renewable energy and contributes to CO2 reduction in data centers with high electricity demand, but also enables power generation by using a special mount that can generate highly efficient power even in areas with heavy snowfall. We can also expect to maximize the volume and have a ripple effect on other regions.

Tokyu Land Corporation is currently considering initiatives for the Ishikari Renewable Energy Data Center No. 1 (hereinafter referred to as the “DC Project”) within the RE Zone together with a partner. This DC project is the only project in Hokkaido that has been selected as an indirect subsidy project by the Digital Infrastructure Development Fund under the Ministry of Internal Affairs and Communications’ “Project to strengthen digital infrastructure by decentralizing data centers, submarine cables, etc.” This is a business that contributes to the regional dispersion of data centers. Renewable electricity from the on-site PPA project will be supplied to this DC project. ■Overview of Ishikari City
Ishikari City is a city adjacent to the north side of Sapporo City, facing the Sea of ​​Japan for approximately 70 km from north to south. The town developed around primary industries such as fishing and agriculture, and from the 1960s onwards, the population increased due to the expansion of urban functions in the Sapporo area.
The Ishikari Bay New Port area, Hokkaido’s largest industrial base, is expected to continue to grow as an urban industrial space, with data centers and large commercial facilities located in addition to logistics and manufacturing industries in recent years. . Renewable energies such as wind power and biomass power generation are also being concentrated on a large scale, and Ishikari City is working to create a next-generation sustainable community where renewable energy and industry are concentrated in the same area by taking advantage of these regional characteristics. Ishikari City made the “Zero Carbon City Declaration” in 2020, and in April 2022 was selected by the Ministry of the Environment as the first decarbonization pioneer area. We will work towards achieving decarbonization and improving regional value at the same time.

Since entering the renewable energy business in 2014, Tokyu Land Corporation has been developing renewable energy power plants across the country, and has so far completed 104 projects nationwide, including those under development (85 solar power generation projects, wind power generation projects). We have been involved in 14 projects, 5 biomass power generation projects) with a rated capacity of 1,751MW. In the rooftop solar business (rooftop business), we have installed 1,011 buildings nationwide with a rated capacity of 94.9MW (as of the end of March 2024). Furthermore, we have been promoting the
introduction of renewable energy into local governments, such as being selected as a PPA operator for public facilities in Yokohama and Sagamihara cities, and promoting local production and local
consumption of renewable energy electricity and regional resilience. We will contribute to the improvement.
