JAXA Venture Tenchijin opens special website for water leakage risk management business system “Tenchijin Compass Space Water Bureau” Tenchijin Co., Ltd. (Chuo-ku, Tokyo, Representative Director Yasuto Sakuraba) has launched the water leakage risk management business system “Tenchijin Compass”.

Water supply maintenance in Japan currently faces serious challenges, including aging, the effects of climate change, and a decline in budgets and personnel due to the declining birthrate and aging population. In order to use data, information, and technology to solve problems in the field of water leakage investigation, which are becoming more and more serious due to these factors, we have developed the “Tenchijin Compass”.
We are developing a Space Water Supply Bureau.
The Heaven, Earth, and Human Compass Space Water Bureau is a service that uses satellite data and AI technology to support water leak risk diagnosis and record management of inspections, repairs, etc.
The area managed by the local government is divided into small sections of 100m square, and the risk of water leakage in that area is visualized using a five-level evaluation. By narrowing down the areas where there is a high possibility of water leakage, you can easily find the areas that should be prioritized for investigation.
Leak detection, which previously relied on the intuition and experience of staff, can now be carried out more effectively based on data.
In recognition of its high technical capabilities and low
implementation hurdles, it received the Minister of Health, Labor and Welfare Award at the 7th Infrastructure Maintenance Awards held by ministries and agencies such as the Ministry of Health, Labor and Welfare, the Ministry of Land, Infrastructure, Transport and Tourism, and the Ministry of Internal Affairs and Communications. Since the service began in April 2023, the cumulative number of contracted local governments* has exceeded 20 (as of September 2024).

*Cabinet approval of new “Water Cycle Basic Plan”*
On August 30, 2024, the Water Cycle Policy Headquarters Meeting (7th meeting) was held at the Prime Minister’s Office, and the new “Water Cycle Basic Plan” was approved by the Cabinet. In the new water cycle basic plan, a water leak detection system that utilizes satellite data was included as one of the “main areas of focus” and examples of major initiatives.
The new “Water Cycle Basic Plan” plans to focus on the following four areas over the next five years.
1. Ensuring stable water supply through substitutability, redundancy, etc. 2. Rebuilding optimal and sustainable water and sewage systems through facility reorganization and public-private collaboration
3. Promoting global warming countermeasures towards carbon neutrality in 2050, etc.

Among these, in “2. Reconstruction of optimal and sustainable water supply and sewage systems by integrating water supply and sewage systems through facility reorganization and public-private
collaboration”, as an example of efforts in the new basic plan, “Water leakage using satellite data Detection system” was mentioned. In order to “promote maintenance efficiency through the introduction of DX technology, etc.,” images of ground surface temperature and other ground deformation observations using satellite data, as well as images of a water leakage detection system using satellite data, have been inserted.
