The Japan-Pakistan Innovation Promotion Organization (General Incorporated Association: 9-19 Miyamachi, Fujinomiya City, Shizuoka Prefecture, Chairman: Mitsuru Kiuchi) will hold the “Next Generation ICT Powerhouse Pakistan ICT X Smart City Forum” on Thursday, April 25, 2024. It will be held. At this event, we will introduce the
possibilities of acquiring ICT human resources from Pakistan, collaborating with Pakistani companies, and investing and expanding into Pakistan, as well as introduce the Capital Smart City project, a huge smart city project currently underway in Pakistan, in Japan. I will introduce it for the first time.

Pakistan has a population of 240 million people and has high growth potential with an average age of 23 years. The country has the world’s largest ICT freelancer community, with over 300,000 ICT engineers active in the country. In addition, the world’s famous ICT companies have expanded into Pakistan, and Pakistan is increasing its presence in the global ICT market, boasting one of the world’s highest growth rates in ICT exports.
On the other hand, in Japan, as the domestic market shrinks due to population decline, Japanese companies are under pressure to expand overseas, where markets are larger. The Ministry of Economy, Trade and Industry has launched a “Global South Future-Oriented Co-Creation Business Expense Subsidy” system that subsidizes a portion of the costs for companies expanding their business in Pakistan and other emerging and developing countries, known as the Global South. The company has decided to introduce it, and the expansion of companies overseas has become an important issue for the country.
Furthermore, despite the acceleration of DX in all industries, the job-to-applicant ratio for IT personnel is more than 12 times*1, making it extremely difficult to recruit talented IT personnel. Therefore, in this event, we will explore the possibilities of acquiring IT human resources, collaboration, investment, and expansion in Pakistan through a panel discussion with distinguished guests. ■What is the Capital Smart City project?
A private project to build Pakistan’s first large-scale smart city near Islamabad, the capital of Pakistan. Singaporean design firm Surbana Jurong conducted the grand design and built an international tech town with a concentration of commercial and amusement facilities including a tech university, an IT special zone, luxury hotels, and a golf course, and eventually the Islamabad International Airport. A smart city with a population of 1 million people will be born in a location 5 minutes directly connected to the highway.
